Context :

Mayotte concentrates strong vulnerabilities to natural risks. Over the past thirty years, six major events have suffered several thousand people and increased significant material losses: destruction of homes and public infrastructure, degradation of communication routes, interruption of transport, agricultural losses, etc.

Cyclones, floods and landslides suffered in 90% of cases in inhabited areas and constitute the main natural risks faced by the 212,000 inhabitants of Mayotte.

Even if disaster prevention and preparedness measures already exist in Mayotte, they deserve to be strengthened in order to increase the resilience of the Mayotte population. Indeed, the preliminary assessments imposed by the French Red Cross have shown that:

  • Risk awareness is relatively low in Mayotte
  • The geographical remoteness of Mayotte, like all overseas departments, makes it more difficult to intervene in the event of a disaster. Hence the need for adequate preparation.
  • The frequency and intensity of natural hazards that threaten the archipelago justify a strong need for disaster preparedness

As far as the Union of the Comoros is concerned, the country’s already very strong economic and social precariousness is reinforced by the threat of the risk of significant natural disasters. The presence of an active volcano (Karthala) on the island of Grande Comore can produce lava flows, gas fumes or ash clouds. In addition, the hydro-meteorological risks that affect the 3 islands of the country, the threats of floods, landslides, rising tides or even storms/cyclones. In less than ten years, the Union of the Comoros has been affected by 15 natural disasters.

In addition, the Comoros archipelago has been included by the Intergovernmental Panel on Climate Change (IPCC) in the list of territories that will be most threatened by the consequences of global warming, the situation is therefore likely to deteriorate. ‘aggressor. It is therefore necessary to contribute to reducing the risks of disasters in Mayotte and in the Union of the Comoros, through an integrated approach (taking into account other vulnerability indicators than the intensity of the hazards) and inter-islands. The French Red Cross (CRF), through its Indian Ocean Regional Intervention Platform (PIROI), and its partner the Comorian Red Crescent (CRCo) have set themselves the main objective of “strengthening the resilience populations and the preparedness capacities of disaster risk management actors in a context of climate change in Mayotte and the Union of the Comoros”.

General job description:

Placed under the responsibility of the Deputy Regional Head of Delegation of the PIROI, the incumbent is responsible for the coordination, management and implementation of the project “Strengthening the resilience of populations and preparedness capacities of disaster risk management stakeholders in a context of climate change in Mayotte and the Union of the Comoros” (DRM Project).

The job holder aims to:

  • Objective 1 : Coordinate the implementation of Disaster Risk Management (DRM) activities in Mayotte and the Comoros;
  • Objective 2 : Represent the PIROI with institutions and donors present in Mayotte;
  • Objective 3 : Manage human resources related to the project.

Description of tasks / Responsibilities:

Objective 1: Coordinate the implementation of DRM activities in Mayotte and the Comoros

  • Steering and coordination
  • Oversee the management and implementation of GRC project activities;
  • Develop partnerships with disaster risk prevention/management (DRM) actors in conjunction with the DRM Project Manager;
  • Participate in information and preparation meetings organized by civil security partners;
  • In a quality approach, evaluate and adapt the project proposal as well as its operational amendments taking into account the realities on the ground.
  • Financial and budget management
  • Ensure compliance with financial and budgetary management procedures in accordance with the procedures of the FIU and donors;
  • Ensure the implementation of financial and budgetary monitoring and control systems;
  • Ensure payments and expense reports made from the territorial office.
  • Management of technical means
  • In collaboration with the logistics assistant, supervise the purchases and management of project equipment, ensuring compliance with purchasing procedures;
  • In collaboration with the logistics assistant, oversee the proper maintenance and management of equipment and vehicles.
  • Monitoring and production of activity reports
  • Write activity reports and supervise the production of financial reports;
  • Transmit and present reports to donors in accordance with deadlines;
  • Consolidate project documents (proposals, amendments to contracts, etc.);
  • Monitor funding agreements, partnership and cooperation agreements.

The program coordinator also coordinates the response of the RC Movement in the event of a natural disaster on the territory.

Objective 2 : Represent PIROI with institutions and donors present in Mayotte

  • Manage relations with project funders;
  • Represent the PIROI at meetings and meetings with partners;
  • Maintain quality links with all the technical and financial partners of the project.

Objective 3 : Manage human resources related to the project

  • Participate in recruitment processes and ensure their proper implementation (distribution, selection, etc.);
  • Develop and update the job profiles of the staff under his responsibility and ensure that his N-1s do the same with the people they supervise;
  • Animate the human resources management policy related to the project;
  • Ensure the proper follow-up of staff through annual individual assessments.

Training and Experiences:

  • At least 3 years of experience in the design, management and implementation of projects and in the management of teams
  • Have experience working with the authorities (administrative and political) and other partners
  • Good synthesis and analysis skills

Conditions and remuneration:

  • 39 hours per week (evening and weekend work recovered)
  • 23 RTT and 5 weeks of paid vacation per year
  • Gross monthly salary: according to collective agreement,
