Country HR Officer -Part Time (Replacement) At Jesuit Refugee Service

General Purpose of the Position

This Position is a replacement only for 3 months.

The main purpose of the position is to assist the Country Director in all related Human Resources matters and to advocate for JRS staff care program. The Country HR Officer is the focal point to communicate regarding staff development and training related issues. He/she is also responsible for publishing the vacancy announcements and helping the Country Director in the selection and hiring process.

Works directly with: Country Director, Country Finance Officer, Country Liaison Officer, Project Directors, and Regional HR Officer.

Main Responsibilities of the Position

Implementation and Supervision of HR Activities:

  1. Develops and implements coherent human resources policies and procedures for the Country consistent with local law, JRS regional policy, guidelines, and current international humanitarian sector standards;
  2. Reviews all security, health insurance, grievance, disciplinary, and other policies and procedures for staff in each local project office, ensuring that they are in place or developing them as necessary, consistent with JRS regional policies and international policies;
  3. Assists the Country Director in ensuring compliance with local labour laws and practices;
  4. Follows up on JRS Jordan staff registration in Social Security and on any updates or changes in the law in coordination with the Liaison Officer;

Follows up on any official or legal procedures/processes and matters related to HR.

Staff Care and Support:

  1. Supports the staff through regular field visits with proper reporting to the Country Director after the visits;
  2. Shows individual care for staff and follows up on their needs;
  3. Maintains good and healthy working relationships with JRS Jordan personnel;
  4. Supports the Regional HR Officer in the development and implementation of a salary scale for the country that is fair and that reflects the organizational structure and positions;

Advocates for JRS staff care program (Konterra, Safe call…).

Recruitment and Induction:

  1. Supports the Country Director and Project Directors in the recruitment of personnel and ensures necessary arrangements as per the recruitment flow chart for any recruitment for JRS projects;
  2. Assists the Country Director with facilitating work permissions for expat staff.
  3. Ensures the implementation of the volunteer policy in JRS Jordan.
  4. Facilitates the sourcing, recruitment, orientation, and monitoring of new staff, as well as leads the exit review process for departing staff.
  5. Makes sure that a handover process (technical and assets transfer) is taking place when staff is leaving;

Maintains a database of CVs.

HR Administration:

  1. Ensures and maintains complete and updated staff files for all projects in Jordan (contracts, CVs, personal documents, emergency contact details, insurance…);
  2. Designs and updates organizational charts for the Country and provides the necessary organizational and staff structure information needed for proposals, reports and applications for fund calls.
  3. Maintains countrywide payroll and approves monthly salary payments.
  4. Designs and updates job descriptions as needed in collaboration with the Country Director and Project Directors.
  5. Follows up on the attendance of staff by ensuring that staff respect JRS working hours, properly fill their attendance sheets, and plan their leaves.

In coordination with the finance officer, ensures the use of donor’s templates for time sheets and salary payrolls.

Collaboration with Country/Regional Team:

  1. Works closely with other staff in the Country Office to fulfil key functions and to ensure successful operations;
  2. Attends regular team meetings, planning meetings, and workshops as required;

Maintains frequent contact with the Regional Human Resources Officer for support and sharing of any updates.

Availability

Undertakes any other duties as assigned by the Country Director that are within the ambit of the position.

Skills & Qualifications:

  1. Strong motivation to serve internally displaced persons and returnees according to the values and self-understanding of JRS;
  2. University Degree in Human Resources management, Business Administration, or equivalent;
  3. At least three years of practical work experience in the area of Human Resources;
  4. Trustworthy, good listener, creative, flexible, detail oriented, and can maintain confidentiality;
  5. Integrity, honesty, and a good team worker;
  6. Strong ability to work independently, organize work, meet deadlines, and work under pressure;
  7. Excellent interpersonal, communication, planning, and organizational skills;
  8. Ability to work under pressure and within strict timelines;
  9. Strong dedication and commitment to staff care and support;
  10. Fluency in verbal and written Arabic and English;
  11. Proficiency in Microsoft Office, particularly Word and Excel;
  12. Ability and willingness to travel to JRS project sites and adapt to modest living and working conditions;

Working experience with faith-based organizations is an asset.
