IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS, as well as field coordinators. IMPACT was launched on the initiative of ACTED, an international NGO based in Paris and present in thirty countries. The two organizations have strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its fields of intervention.

IMPACT and ACTED have been present in Colombia since 2019 where it has carried out needs assessments and diverse markets in support of humanitarian partners in the country.

PROFILE OF THE OFFICIAL OF DATA EVALUATION

ACTED – REACH seeks to hire a data officer to support all of our projects, mainly on issues of IMPACT analysis products in Colombia and Venezuela including research design preparation, support in the design of sampling methods, data analysis plans, data collection tools, process and data cleaning scripts, analysis scripts, analysis results and (as appropriate) production of web maps and information management systems. The officer will support the stages of dissemination and evaluation of the research cycle.

Functions

PLANNING OF THE RESEARCH:

  • Contribute to the identification and implementation of effective and adapted data management and analysis solutions for IMPACT research in Colombia, in line with the relevant IMPACT data and research guidelines;
  • Support sampling design, creation and administration of data collection tools (ODK or KoBo), training in cleaning techniques and data management, support for data analysis configuration (specifically done in environment R);
  • Contribute to the draft research terms of reference with a specific focus on sampling, data collection tools, data analysis plan, as well as the data management plan;
  • Support the development of qualitative and quantitative data collection tools, ensuring that the requirements of the research / evaluation cycle are met;
  • In coordination with the relevant evaluation, data and GIS officers, support the construction of a quantitative sample;
  • Monitor the progress and delays of all assigned tasks throughout the research cycle. Make sure that identified delays or problems are reported in writing and orally in a timely manner.

IMPLEMENTATION OF THE INVESTIGATION

  • When appropriate, support the identification and training of enumerators for the collection of primary data;
  • When relevant, support monitoring of data collection, in accordance with agreed terms of reference ( including its annexes ), including data cleaning processes, verifications and scripts for data cleaning.
  • In coordination with relevant evaluation officers, document all changes in data collection leading to a modification to the agreed terms of reference, ensuring that all relevant are informed and agree to the modifications.

MANAGEMENT, CLEANING AND DATA ANALYSIS

  • Monitor the accuracy of the data collected in accordance with the IMPACT Minimum Data Cleaning Standards Checklist;
  • Verify the data collected in the field, ensure periodic updates and resolve any discrepancies;
  • Manage, update and display questionnaires;
  • Maintain, update and expand R-based data management and analysis systems for dissemination and reporting;
  • Serve as a focal point for statistical analysis and quantitative reporting on evaluations.
  • Ensure that IMPACT work in the field complies with methodological regulations and security and confidentiality protocols
  • Support evaluation teams in quantitative and qualitative information collection processes (creation of ODK / Kobo questionnaires; facilitation of discussion groups; participatory mapping exercises) and analysis/data cleaning;
  • In coordination with the supervisor, present and make visible the results of the data collection exercises.

Requirements

Educational:

  • A degree in statistics, data or some related discipline;
  • Familiarity with data science
  • Excellent data analysis skills
  • Software skills, proven knowledge of R, STATA, Python or equivalent statistical software
  • Experience in creating ODK / Kobo questionnaires
  • Proven knowledge of Microsoft Office including Word, Excel and Powerpoint
  • ArcGIS knowledge an advantage
  • Knowledge of the country’s socio-political and humanitarian dynamics, particularly in issues of conflict, internal displacement and the needs of the migrant population, an advantage
  • Familiarity with the humanitarian aid system and knowledge of government agencies and donor organizations;
  • Adaptive capacity, proactivity, and interest in learning and innovation;
  • Leadership and construction of a teamwork culture based on productivity and respect;
  • Critical thinking skills and decision making in pressure situations.
  • Availability to travel as necessary
  • Flexibility to take on other tasks and responsibilities based on the data needs (and perhaps sometimes GIS) of REACH management and the evaluation team.

Conditions

  • Fixed term employment contract.
  • Contract duration: 6 months (with possibility of extension);

  • Salary from $ 3,763,760 according to experience, level of education.
