3iSolution is an international NGO specialized in information management, which was created in September 2008 under the name of iMMAP France – still operating under that name – that has worked supporting the humanitarian community in responding to emergencies around the world since their expertise in information management. 3iSolution turns data into information and creates knowledge for decision makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergency situations and development contexts.

For this project 3iSolution works in alliance with Queen’s University, for the implementation, collection, processing, analysis and visualization of the data and information obtained.

Context

Venezuela has experienced a serious socioeconomic crisis for several years, aggravated by political unrest and the COVID19 pandemic. With 7.5 million people in need of humanitarian assistance in Venezuela and another 5.6 million in other countries, the situation in Venezuela corresponds to the second largest external displacement crisis in the world after Syria. Migration through the Darien Jungle (a 96-kilometer stretch of dangerous, roadless jungle connecting Panama and Colombia, partially controlled by armed guerrillas and human and drug traffickers) has increased tenfold. More than 70,000 registered migrants They have crossed the jungle route in an attempt to reach the United States.

Refugee/migrant women and girls face gender vulnerabilities, such as sexual harassment and assault, early unions, as well as sexual exploitation in this context of the migration crisis. The lack of knowledge about how and where to seek specific assistance with a gender perspective, added to the insufficiency of humanitarian services to meet the high demand, can impede the recovery of survivors and compromise sexual and reproductive health. Furthermore, during COVID19, rates of gender-based violence increased while services were reduced due to the overburdened health sector and social distancing policies.

Thus, the lack of up-to-date and reliable data to inform decision-making on care prioritization and service delivery negatively impacts the humanitarian response in many ways, including the misallocation of resources, the sending of medical supplies and equipment to where they are no longer needed, or sending supplies or personnel inappropriate for the situation.

In these situations, Rapid Field Assessments (RFA) are usually the most used alternative for collecting data to improve decision making. However, traditional RFA data is often supplemented by sporadic information provided by field personnel, so the one-way flow of data can be late, inaccurate, and often less specific to locations, particularly when it comes to of large geographical territories, as is the case of the Venezuelan crisis. These data can have a detrimental impact on the health and outcomes of refugees/migrants. Additionally, one-way information can be disempowering and the affected population may perceive information gathering as “extractive.”

With the purpose of overcoming the use of traditional data sources – such as Rapid Field Assessments, surveys or administrative records – that have important methodological limitations (both frequency and coverage) to capture information on the migrant population, especially girls and refugee/migrant women, the use of mixed methods will be used, which have been increasingly promoted for the investigation of migratory flows and their characteristics, using geo-messages for the collection of humanitarian data with bidirectional exchange in real time.

The above requires continuous development of the technology implemented in the project and optimization of its use; In this way, data collection, processing, systematization and connection with data visualization platforms will be more efficient.

Activities and Required Qualifications

· Complete the training cycle as a requirement to apply the surveys or focus groups for the migrant population in transit; as well as carry out all required refresher training during the project development period.

· Conduct surveys to assist the migrant population using different technological tools.

· Manage, develop and document focus groups with the migrant population within the framework of the project.

· Have knowledge and complete command of the forms and tools to be applied for the surveys; as well as the concepts, standards and procedures that are used during the collection of information.

· Carry out the socialization of the exercise with the migrant population and organizations in all cases that are required.

· Follow the methodological guidelines and procedures of the statistical operation.

· Cover in a balanced manner the population profiles found in the data collection areas, avoiding preference or concentration on any one for carrying out the surveys.

· Produce the reports and reports on monitoring, control and results of the field operation that are requested, in accordance with the operational guidelines.

· Inform the field coordinator of any situation that affects the development of the data collection exercise, in order to adjust in a timely manner and continue the field operation normally.

· Guarantee the delivery of validated information in accordance with the established schedule.

· Prepare weekly progress reports.

· Any other related task that may be required or assigned by the field and/or project coordinator.

Required profile:

Skills

· Ability to approach people and initiate a survey.

· Knowledge of the local context.

· Management of Microsoft Office packages.

· Assertive communication.

· Knowledge of the gender and differential approach applied to the migration context.

· Ability to develop and work in multicultural environments.

· Excellent interpersonal relationships and propensity for collaborative and team work.

· Skills for time management and meeting delivery deadlines.

· Ability to work based on objectives and compliance with standards through management indicators.

Minimum qualifications:

Experience

To be eligible, the natural person offering these services must have at least 2 years of experience developing activities similar to those indicated in these terms.

Education

Professional, technical, or technological training degree in all areas of knowledge.

Languages

Fluent command of Spanish is required (speaking and writing it), intermediate knowledge of the English language (desirable).
