The Democratic Republic of Congo ( DRC ) remains shaken by the consequences of decades of civil wars. In precarious situations, the displaced suffer from chronic food insecurity or diseases linked to lack of access to water, hygiene and sanitation. Present since 2003, Acted works mainly to respond to emergencies, strengthen the resilience of populations, co-build effective governance and promote inclusive and sustainable growth. Intervening today mainly in the areas of South Kivu, Tanganyika and North with projects funded by BHA ( Office for Humanitarian Assistance ), FH ( Humanitarian Fund ), ECHO ( European Civil Protection and Humanitarian Aid Operations) and FCDO ( Foreign, Commonwealth & Development Office ), Acted provides a flexible emergency response adapted to acute and complex humanitarian crises by intervening with the most vulnerable populations. With seven projects underway in our different areas, Acted seeks to meet their immediate needs in terms of access to housing ( shelters ), food security, essential household items or access to water, while promoting a protective environment.

Acted currently has three different projects in the South Kivu Zone. A multisectoral emergency project in food and non-food aid, in CCCM and also in agricultural recovery. A rapid response project managed by the SAFER consortium operating throughout the South East area. And a project on Emergency Assistance in Shelters and essential household items for displaced and host populations. Regarding the Tanganyika Zone, Acted is currently carrying out two projects, one on the theme of the Coordinated Action for multisectoral programming in camps and outside camps, and another carried out in a consortium with the aim of supporting agricultural recovery activities and provide food assistance for vulnerable people. Finally, for the North Zone,Acted also has a multisectoral response project on’food assistance, agricultural support, economic recovery and’ Water, Hygiene and Sanitation (EHA) support.

Acted S’ is committed to act today and invest in the’avenir with the contribution of’a large network of partners, local organisations, global networks and different clusters that bring their expertise, their experience and their voice for the smooth running of the mission and the’ achievement of its’impact objectives. In the DRC, Acted is therefore active in humanitarian coordination with existing clusters and working groups, as well as’entities such as OCHA.

Main role and responsibilities

The/the person in charge of’investigations, monitoring, control and’evaluation (MEAL) is responsible for the development and implementation of an appropriate and viable’investigations system, follow-up and’assessment in line with the global MEAL procedures of’Acted and he/she helps to ensure that’Acted projects and programmes are carried out as planned.

Main Responsibilities :

Implementation and management of the MEAL systems

  • Contribute to the development and updating of the MEAL country strategy, to the consolidation of the MEAL work plan and the MEAL work framework for all ongoing projects ;
  • Ensure that the MEAL observations/conclusions are taken into account and that recommendations are incorporated into future concept notes, project proposals, and implementation plans ;
  • Implement the MEAL policies and procedures as described in the’Acted standard MEAL technical guides and ensure that the tools are used as recommended ;
  • Contribute to the effective deployment of MEAL and’ collection a reporting system for all staff and partners through training, site visits, manuals, etc, and as many technical supports as necessary.

Development of technical systems

  • Develop terms of reference and mission plans and carry out surveys, monitoring and evaluations ;
  • Develop d’ tools for analysis, methodology and plans for the dissemination/use of data/information ;
  • Closely monitor data collection and ensure that the teams in charge are organised and as well documented as necessary ;

Formation

  • Contribute to the proactive dissemination and use of knowledge acquired through monitoring and evaluation activities with Project Managers, Technical Coordinators and Project Development Managers and Managers ;
  • Contribute to organizing and facilitating training sessions in order to appropriate best practices and lessons.

Contribute to the ( MGP ) Complaints Management Mechanism of beneficiaries

  • Contribute to the implementation of the ( MGP ) complaint management mechanism for beneficiaries online with the standard MGP procedures of Acted;
  • Supervise appropriate management of the central MGP database ;
  • Work on the understanding and ability of Acted teams, partners and contractors to rely on beneficiary accountability and MGP procedures.

Qualifications and skills required

  • Higher Diploma in Political Science, International Relations, International Development, Economy or equivalent ( anthropology, sociology, statistics ) ;
  • At least 1 to 2 years of experience in monitoring and evaluation of projects in humanitarian aid and / or development;
  • Experience in participatory assessments and project cycle management ;
  • Excellent level of communication in writing as well as in oral in French and English ;
  • Good organizational and communication skills with international and national staff and rural communities ;
  • Flexibility, adaptability, organizational capacity, initiative ;
  • Ability to work effectively under pressure ;
  • Knowledge of the intervention region would be an asset ;
  • Knowledge of the Pack Office.

Conditions

  • Salary defined by the Acted salary grid according to the level of’studies,’expertise, the level of safety and the level of experience : between 1600 and 1800 € monthly net (before income taxes)
  • Monthly living expenses allowance 300$
  • Guesthouse accommodation and food supported by Acted
  • Social security, mutual insurance (MSH) and repatriation assistance (SOS International) supported by Acted
  • Transport to the mission and return ticket fully supported every 6 months (to the’address specified on the employment contract)
  • Visa fees supported by Acted
  • R&R every 3 months (aircraft ticket’ supported up to’ 500$ + additional allowance of 200$)
  • One week of preparation for departure including 4 days of immersion safety training
  • Possibility of’having a call of 30 minutes with a consultant in taxation
  • Psychological support (meet with a professional.le)
