Mission

Reporting to the Director of Human Resources (HRD), the Deputy Director Field Human Resources (DDHR Field) defines HR strategy and oversees its implementation to ensure quality staffing for MSF Operational Centre Geneva (OCG) field operations:

· The position guides the direction, coordination, and implementation of human resources activities, including field staffing, career development and field policies and procedures

· The position ensures MSF OCG field HR implements actions on major strategic directions, including but not limited to: reinforcing OCGs Emergency Response capacity, Diversity, Equity and Inclusion, meeting Duty of Care responsibilities and building our Learning Culture

· The DDHR is responsible for ensuring strong collaboration with the Operations Directorate, relevant platforms in OCG and with other units in the HR department

· The DDHR Field provides additional support within the department and organisation as required.

· The DDHR will be directly responsible for managing 3 members of staff and indirect supervision of approximately 25 other HQ based staff, supporting 160 field-based HR professionals serving over 6000 employees in more than 25 countries worldwide

Context

Starting in 2022 OCG will be engaging in a process to define a new HR strategy, and this is likely to imply structural changes in the department. As such there is an expectation that the scope and functioning of this position will evolve and be adapted as decisions are made and changes are implemented.

Description of main activities

In collaboration with the Director of Human Resources, the DDHR (Field) will contribute to the development of the OCG HR vision and strategy and follow the implementation of such plans with a particular emphasis on reactivity to humanitarian needs and ensuring HR supports provision of high-quality health care to patients, adaptation to specific contextual needs. greater delegation of responsibilities to field teams and empowerment of field staff.

You will work in close collaboration with the different head of services/units within the HR department as well as with other departments of MSF OCG, to contribute to the improvement of the quality of field staffing and people management.

HR Strategic and Organisational Planning

· In collaboration with HRD, and in line with the overall strategic plan of MSF OCG, develop strategic directions for field HR and ensure implementation of defined objectives

· In collaboration with HRD and other members of the HR department, review structure and set up of the HR department and HR field teams to ensure strong HR services are provided and adapted to the needs of operations and our global workforce

· Champion and support the implementation of the new HR Information System

· Lead or participate to strategic institutional or operational projects related to HR

· Resource management including budget management for the services under supervision of the position

Ensure quality of HR support for Operations

· In collaboration with the Operations department, oversee the annual operational HR planning cycle

· Provide regular monitoring of HR indicators

· Ensure HR services are appropriately resourced, supported and adapted to support operational ambitions

· Collaborate with other departments in the house to enable cross-functional management and ownership of field staffing issues and solutions

· Ensure communication and collaboration with field teams around key staffing concerns and staff development

· Find solutions to critical staffing challenges (notably medical staff, coordinators in high insecurity contexts, surge capacity for emergencies)

· Ensure that field HR strategies tools and policies are of quality, aligned with operational ambitions and contextualized with field specificities

· Achieve the level of long-term engagement and staff development to match the needs of the organisation

· Collaborate with Learning and Development Unit to ensure policies and practices in HR support a quality learning environment for our staff

Team Management

· Guarantee collaborative and transversal approach to work across HR units and with field HR teams

· Direct line management of HR Operations, Pool Management and Field tools and policies units

· Anticipate and prepare operational HR teams to support changes in operations

· Oversee structural changes to field HR services and teams to realize a global workforce approach

Representation

· Actively seek and cultivate existing relationships with external contacts on HR trends and best practices, and act as focal point for key external partnerships (for example HUG)

· Replace HRD on internal OCG and MSF platforms on request;

· Participate in steering committees, MSF OCG platforms and international platforms on relevant topics

Ad hoc tasks

· In critical incidents ensure direct and indirect HR crisis support services are available and act as focal point across different services

· Provide direct oversight of complex case management including disciplinary and legal cases and crisis management support (including acting as lead HR Decision Making Authority for behaviour issues

· May be required to carry out direct support missions to field teams and should be available for regular field visits and possible gap filling

· Other tasks may be requested by the HR Director on ad hoc basis

Your Profile

Education

· A Diploma or Master’s degree in Human Resources or in relevant humanitarian fields

· Equivalent combination of education, training and experience will be considered

Experience

· Minimum 5 years’ experience working in a senior managerial level in field operations or in a senior HR role in a humanitarian or similar international organisation

· Knowledge of the MSF organization and its practices is an asset

Technical skills

· Strong understanding of Human Resource management issues in international humanitarian operations

· Strong leadership capacity with proven ability to drive change

· Ability to develop and implement strategies and monitoring systems

· Capacity to develop clear positions and recommendations for Senior Management

· Strong ability to read, understand, summaries complex material

· Experience in people management of multicultural teams

Terms of Employment

· 3-year term renewable once, maximum 6 years

· Gross annual salary: from CHF 127’632.- to CHF 142’692.- (salary commensurate with equivalent experience and internal salary grid)
