The Director of Finance and Operations for the Dominican Republic office is responsible for overall financial management of the projects and ongoing administrative and operational support for its implementation, including the budget execution of the sub-partners. He/She will manage and oversee the projects’ grants, and procurement activities, ensuring compliance with donor policies, procedures, and regulations. In addition to directing the effective logistical coordination of projects activities, he/she will oversee the use of financial resources, accounting, expenditures, and the preparation of financial reports. He/she will ensure that the application of logistics, financial and procurement policies are consistent with United States Government regulations, local laws and Pact policies. He/she is responsible for the financial monitoring of the implementing partners, ensuring that the budget execution is in accordance with the approved budget, and complies with the established policies, regulations and procedures from the signing of the agreement until the closing
Key Responsibilities
- Manage financial, accounting and administrative operations, including the Finance, Operations/Procurement, and Grants components.
- Supervise the Grants and Contracts Manager, the Senior Finance Officer, Operations and Logistics Officer and the Sub-Partner Finance Officer, and ensure that they successfully carry out their duties.
- Ensure that administrative and financial policies and procedures conform to best practices and comply with Pact policies and donor regulations.
- Lead the development of policies, guidelines and criteria for the management of projects finances and grants, in accordance with Pact standards and USAID regulations.
- Stay up to date on new regulations and donor updates, local laws and Pact policies.
Work closely with Pact headquarters to ensure compliance and management.
Effective and proactive financial management of the projects in the Dominican Republic. - Make projections of expenses, cash, USAID accumulations, in coordination with the personnel of the Pact headquarters.
Monitor the effective execution of the projects budget, through the preparation of the Pipeline (burn rate) and update of the monthly projections. - Develop and execute, in coordination with Programs and Strategic Information, an annual monitoring plan of partners based on risk. The plan must consider financial, programmatic and compliance monitoring.
- Help partners take timely and appropriate corrective action on all identified findings.
Accompany and support partners to address the areas for improvement identified. - Support with the timely training of partners to fully understand and comply with the donor requirements for budget management and monthly expense reports.
- Support with the development of training materials and conducting regular trainings with Pact partners and staff.
Work in coordination with the area of programs and M & E to validate if the expenses reported correspond to the activities carried out and the achievement of the established monthly goals. - Periodically provide timely and clear communications and updates on the operations and management to Pact headquarters staff, COPs and key parties interested.
- Support the work plan and budget development of the projects in the Dominican Republic.
- Facilitate knowledge management systems and processes at the projects level.
Develop the capacities of sub-partners, in the areas of finance, operations and grants. - Coordinate the review of financial and audit reports related to Pact and the projects and provide the required support.
- Coordinate grant management, including contracts, cost share, and compliance issues. Lead the financial monitoring of the implementing partners, ensuring that the execution budget is in accordance with the approved budget, and complies with the policies, regulations and established procedures.
- Prepare deliverables related to her/his area, at the request of the headquarters, the donor, or the management, such as DATIM reporting, Expenditure and HRH reporting, VAT, ITBIS (USAID and PEPFAR), among others that are required.
- Maintain close coordination with the projects COPs to ensure appropriate priorities definition.
- Any other that may be required by the COPs, related to the purpose of the position.

Basic Requirements
- Master’s degree and 9+ years relevant experience or equivalent combination of education and experience, including 5 years of management experience. Bachelor’s and 11 years of experience.
- 1 years of experience, in areas such as business administration, finance or accounting or related field.
- Five years prior experience managing US Government projects and managing funds from USAID-funded programs, including 3+ years with PEPFAR´ funds.
Preferred Qualifications
- Proven knowledge of USG regulations, standard procedures, and policies.
- Audit and compliance experience, including sub-award and grants monitoring, under USAID/PEPFAR programs.
- Proven skills in building finance and operations capacity of sub-partners, under USAID programs.
- Writing and oral presentation skills, including fluency in English.
- Proven experience managing personnel.
- Creole Preferred.
- Experience overseeing and coordinating with international field offices preferred.
