The Opportunity

Abt seeks a qualified Director of Finance and Operations to support the USAID-funded Caribbean Resilient Economies and Sectors (RESET) Activity. The purpose of this activity is to reduce systemic constraints to climate and disaster finance and increase investments in resilience across priority sectors such as agriculture. The activity is expected to have the following objectives:

Objective 1: Increased capacity of the public sector to develop, update and implement financial instruments for climate and disaster-related fiscal risk management and investment in key sectors for resilience.

Objective 2: Improved private sector investment in resilience.

Objective 3: Productive partnerships for resilience established and strengthened.

The Director of Finance and Operations will be responsible for managing financial and administrative services for the RESET activity, as well as for supervising the administrative team responsible for administrative and operational tasks, ensuring compliance with USAID rules and regulations, and Abt policies and procedures. The position is anticipated to be full-time for the five-year duration of the activity and be based in Barbados.

Key Roles and Responsibilities

  • Develop and maintain sound financial management systems in line with USAID rules and regulations, accounting best practices and Abt Associates policies and procedures;
  • Lead the development, monitoring, and review of project budgets in line with national laws, USAID regulations and corporate policies;
  • Produce budget projections and reports for submission to USAID and Abt home office;
  • Support the project’s Senior Management with budgeting, procurement, and supervision of subcontractors and consultants.
  • Review financial analyses and budget vs. expense reports to determine reasonableness of variances and take appropriate actions as required;
  • Maintain regular communications with the senior management team providing relevant and timely financial information for planning and decision-making purposes;
  • Oversee financial audits;
  • Oversee operations and administration staff, ensuring that functions are performed timely and accurately;
  • Lead recruitment, orientation and training of new staff;
  • Ensure implementation of and adherence of Abt Associates Human Resources policies including compliance with national labor law;
  • Negotiate with vendors for best terms for procuring goods, supplies and services in compliance with USAID and Abt Associates policies and procedures.

What We Value

  • Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
  • Bachelor’s degree in accounting, finance, business administration or related field; Master’s preferred.
  • At least 12 years of experience in financial analysis, financial reporting, cash flow analysis, budget development and forecasting on donor-funded projects or at least 10 years of relevant experience with a Master’s degree.
  • Prior experience managing finance and operations for USAID or donor-funded programs preferred.
  • Experience developing and implementing finance and accounting policies, procedures and systems;
  • Excellent analytical and computer skills, with strong experience in Excel and QuickBooks;
  • Well-developed and effective organizational skills, including to ability to multi-task and work in a high-pressure environment;
  • Excellent interpersonal and intercultural skills, including the ability to motivate subordinates.
  • Ability to work both independently and in a team-oriented, collaborative environment.
  • Previous direct supervisory experience of professional and/or support staff;
  • Fluency in English required
