Context:

Under the overall supervision of the Head of Sub-Office, direct supervision of the National Transition and Recovery Programme Coordinator, the successful candidate will assist in DTM data collection and management, through reporting, research and analysis, editing, publication and dissemination of relevant quantitative and qualitative products in line with IOM’s policies, standards and commitment.

Core Functions / Responsibilities:

1. Support the overall implementation of the Displacement Tracking Matrix (DTM) programme in BARMM.

2. Support the research, analysis, and reporting on migration and displacement data to support the programme implementation of IOM and humanitarian and development partners.

3. Participate in field assessments with multi-sectorial data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required.

4. Coordinate data collection with local partners to facilitate harmonized action at the field level.

5. Verify and monitor the quality of data collected and take corrective measures as required; perform quality control and verify consistency of the information being collected.

6. Participate in the development of work plans and activity schedules for data collection, processing, and analysis for all areas of agreed upon coverage for each round of the data collection.

7. Prepare dashboards and narrative reports for all areas of agreed upon coverage for each round of the data collection.

8. Provide training and support to relevant partners on data collection and analysis based on the DTM methodology and tools to facilitate a harmonized comprehension of data collection methodology, data collection software (Kobo), questionnaire vocabulary, and data protection standards.

9. Keep abreast of all stakeholders and interagency assessments, reports, and relevant material related to Internally Displaced Persons

10. Carry out all data collection activities are in line with IOM’s Data Protection Principles.

11. Perform other duties that may be assigned.

Required Qualifications and Experience

Education

  • University degree in Political or Social Sciences, Information Management, Statistics or a related field from an accredited academic institution with three years of relevant professional experience; or
  • High School degree with five years of relevant professional experience.

Experience

  • Experience working in field level data collection, including surveys, key informant interviews, focus group discussions.
  • Experience conducting training and supervising enumerators / data collection exercises.
  • Knowledge of Open Data Kit (ODK) and Kobo technology.
  • Experience liaising with government authorities and other stakeholders.
  • Knowledge of BARMM context (cultural, social, and political).
  • Knowledge on IM and data principles.

Skills

  • Computer literacy required: MS Office suite (Word, Excel, Access, PowerBI).
  • Skills on GIS tools including ArcGIS Desktop, Server and Online is desirable.
  • Excellent communication and interpersonal skills.

Languages

For this position, fluency in English and Filipino is required (oral and written). Working knowledge in BARMM language is an advantage.
