A. About Asian Disaster Preparedness Center
ADPC is an autonomous intergovernmental organization with a vision to reduce disaster
and climate risk impacts on communities and countries in Asia and the Pacific by working
with governments, development partners, international organizations, NGOs, civil society,
private sector, media, and other key stakeholders.
ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction
support to countries and communities in Asia and the Pacific. ADPC recognizes the
importance of examining the linkages between disaster risk management, poverty
reduction, gender equality, sustainability, rights-based approaches, climate change and
regional cooperation.

B. Background
ADPC is currently implementing two programs, namely “Program for Strengthening Preparedness for Emergency Response and Recovery in India (PROSPER-India): and “COVID-19: PROSPER-India Program Support to Bihar Government (INCOV)” in Bihar, India with financial support from Bill and Melinda Gates Foundation.
PROSPER-India is a three-year program focusing on providing technical support to the Government of Bihar in the implementation of DRR activities identified in the Bihar DRR Roadmap (2015-2030). Furthermore, an India COVID-19 support Grant is also being implemented from June 2020 – December 2021 to strengthen the emergency preparedness and response functions of the Government of Bihar (GoB) for COVID-19. These efforts are primarily targeted at the Disaster Management Department (DMD) and Health Department (HD) of Government of Bihar for strengthening Emergency Operations Centers for Response, Risk Communication, and Awareness-raising and enhanced Knowledge Management for COVID preparedness.**
C. Statement of Intent
Under the output on “Good Practice Documentation and Knowledge Sharing,” one of the key activities proposed is documentation of good practices during the ongoing second wave of COVID-19 crisis in Bihar. Government of Bihar has taken various steps to minimize the spread of COVID-19 in Bihar, under the provisions of the Disaster Management Act 2005 of Government of India, that have been useful in managing the crisis.
The service of a documentation consultant is required to work with the PROSPER-India Team in Bihar, Disaster Management Department, Health Department and Agriculture Department to develop knowledge products such as Coffee Table Books, case studies, process documents, articles, etc, would be developed for capturing the success, ultimate impacts, and learning of the program interventions including experience of COVID-19 management. The good practice documents and knowledge products will be disseminated to concerned stakeholders and wider audiences through different media to generate interest in similar interventions in India and other countries.
The consultant hired for the task would be provided with secondary information and reference material related to the assignment. ADPC team in Patna will help liaise with stakeholders to be consulted for collecting primary information and data as required. The consultant will also work closely with other PRR staff during the entire period.

D. Qualifications and Experience:
● Master’s degree in any subject related to Development Communications / Disaster Management/ Social Sciences/
Rural Development any other relevant discipline from a recognized university.
● A minimum of ten years’ experience is required.
● Understanding of disaster preparedness / resilience related projects
● Excellent command of English and Hindi- both written and spoken.

F. Purpose of the assignment:
The primary purpose of the assignment is to work with PROSPER-India Team in Bihar to develop knowledge products such as Coffee Table Books, case studies, process documents, articles etc. The consultant will be guided by Director, PRR and will also work closely with other PRR staff as required.
G. Duties and Responsibilities:
Under the overall guidance of respective Program Manager and Project Manager/Technical Specialists at ADPC, the consultant shall be working independently in developing the knowledge products. Specific tasks will include –
● Prepare the framework of knowledge products documentation with clear timelines.
● Carry out consultations and key informant interviews to capture data set for the required documents to be developed.
● Capture relevant photographs to be included in the knowledge products such as Coffee Table Books, Case Studies etc;
● Prepare brief report of the assignment including but not limited to narration of the background and methodology.
H. Reporting Relationship:
In performing the duties and responsibilities indicated above, the consultant will be supervised by the respective Managers/ Project Manager/Technical Specialists at ADPC. The consultant will also closely work with other ADPC program team members.
