Job Description

SNV is seeking a dynamic and pragmatic professional to support the Donor Compliance and Project Execution (DCPE) Advisor team to ensure SNV secures and executes quality, impactful and compliant projects whilst ensuring cost recovery.

They bring relevant experience into SNV, proactively support fellow DCPE Advisors and other colleagues as well as provide in-house advice to (senior) management on project management and execution, and related donor compliance issues in projects, at country, global team and corporate level. They bring in expertise on bilateral and/or multi-lateral donors and provide hands on advice and support to projects funded by these donors. Drawing on their experience, the analysis of donor compliance risks, and learning from across the organisation, they contribute to the design and application of SNV’s project and risk management infrastructure and maintain SNV’s Project Execution policy area. This position requires establishing and maintaining relationships with relevant stakeholders across the SNV world as well as supporting the development and delivery of audience relevant support (advice, training and coaching) to SNV and its partners. The Advisor will be a member of the DCPE team based in The Hague.

Responsibilities

· Supports the DCPE team operationally and administratively on donor compliance and project execution processes and work.

· Provides in-house advice, to SNV project, country and global teams, on specific donor compliance requirements, project management and execution from project design to project closure.

· Provides targeted and pragmatic advice to selected SNV grants and service contracts for the specific donor funded projects including for contracting, project start-up, project/contract amendments and closure.

· Supports the maintenance of SNV’s Project Execution policy area, including instructions and tools, to support SNV in excellent and compliant project execution. Ensures specific donor compliance requirements are embedded within SNV’s broader policy environment.

· With other DCPE Advisors, identifies and proposes solutions to mitigate specific donor compliance and project management and execution risks, including on project audits. Applies solutions and follows up on corrective actions.

· Ensures learning is identified, including on budget compliance and cost recovery, and shared between project, country and global team colleagues. Pays particular attention to identifying and applying learning to new project design jointly with the Global Business Development Team.

· Supports DCPE Advisors in the design and delivery of audience appropriate capacity development on project execution and specific donor requirements for SNV staff and partners.

· Actively keeps informed of donor related developments and advises SNV (senior) management on project management, execution and specific donor compliance requirements.

Qualifications

  • Bachelor’s degree in international development, international law, international relations, other relevant field or equivalent by experience.
  • At least three years of relevant and demonstrable experience working on donor compliance in an international development cooperation project management context.
  • Understanding of standard terms and conditions of selected SNV key donor requirements (such as the Dutch Ministry of Foreign Affairs, the UK Department for International Development, the European Union, Swedish and Swiss Development Agencies) and how these related to project (financial) management and administration.
  • Demonstrable experience of working with SNV’s key donors, applying their rules and regulations in project and contract management of grants. Similar experience of service contracts is desired.
  • Knowledge of project financial management and administration, reporting and budgeting is strongly desired.
  • Experience in/with Business Development and designing international development projects and proposals.
  • Excellent analytical and writing skills and conceptual thinking.
  • Willingness and ability to travel to SNV operating countries.
  • Ability to work independently, provide pragmatic advise and translate ‘donor compliance language’ to a non-specialist audience.
  • Team player, good facilitator and an excellent communicator in English. French Language proficiency is desired.
  • Familiarity with SNV’s leading sectors: Agriculture, Energy and Water, Sanitation and Hygiene (WASH) is also desired.

Additional Information

Contract Type: Dutch employment contract for one year, with possibility of extension.

Desired Start Date: May 2022.
