Environmental Governance Director, Kyrgyzstan
ACDI/VOCA is seeking an Environmental Governance Director for an upcoming Green Economy Activity in Kyrgyzstan funded by USAID. The anticipated program will address climate related issues in the economy of Kyrgyzstan. The Activity will include work on a policy framework for sustainable and green solutions in the economy and the promotion of practices that contribute to a green economy within the private and public sectors.
The Environmental Governance Director will be responsible for leading green policy strategy and activities and overseeing environmental compliance aspects of the project. The program is anticipated to start in 2024 and this position will be based in Kyrgyzstan.
Responsibilities
- Lead strategy and activities for the Activity on green policies and regulations in Kyrgyzstan, including sectors such as agriculture, energy, and others.
- Provide technical input on domestic and international policies and incentives that relate to green economy and investment.
- Direct research, analysis, and synthesis on green policy frameworks and implementation strategies in other countries to inform implementation in Kyrgyzstan.
- Design and direct a comprehensive environmental compliance strategy, ensuring that required environmental compliance documentation is prepared for all relevant project activities in the pre-award and post-award phase.
- Develop and implement additional initiatives to advance climate and environmental policy.
- Direct a small team of policy specialists to advise and implement green policy strategies.
Qualifications
- Bachelor’s degree in business administration, public policy, or relevant field is required; master’s degree is desired.
- Minimum 8 years of progressively responsible experience in relevant field.
- Knowledge of USAID Environmental compliance regulations
- Strong coordination skills and interpersonal/communications skills
- Experience working in Kyrgyzstan preferred.
- Fluency in English is required. Proficiency in Russian and/or a local language is required.
