General context of the project

INTERSOS pledges to Global Refugee Forum (GRF)

On 17 and 18 December 2019, the first Global Refugee Forum (GRF) took place in Geneva, co-convened by UNHCR, Costa Rica, Ethiopia, Germany, Pakistan, Turkey and Switzerland, bringing together some 3,000 participants, including States, the private sector, civil society, faith-based organisations, sports entities, humanitarian organizations, development actors and academia, to discuss refugee matters.

INTERSOS made three GRF pledge commitments: two focused on developing research papers on i) Provision of legal aid in humanitarian settings (pledge fulfilled in 2020), and on ii) protection monitoring, and iii) commitment to enhancement of protection of individuals and communities being subjected to extreme exclusion.

Protection monitoring:

Millions of women, girls, men and boys, who are affected by humanitarian crises in any given humanitarian context, are often affected by a wide range of protection risks and violations. These include physical insecurity caused by conflicts, targeted killings, Sexual and Gender Based Violence (SGBV), violations of human rights, forced displacements, erosion of coping mechanisms, mental and psychological impacts, and many other problems. Older people, women, children, people living with disabilities, LGBTQI, ethnic minorities, and other socially excluded groups, are the population groups that are most impacted by protection concerns.

Protection monitoring is at the centre of protection and other humanitarian activities, as it clearly identifies individuals and communities, mostly forcibly displaced populations, with their protection concerns and issues, as well as other essential humanitarian needs and access to basic services. The activities involve collecting, verifying and analysing information over time, in well-defined geographic areas, to identify rights violations and protection risks trends for the purpose of informing effective responses, mostly done through household monitoring visits and key informant interviews, ensuring the views of women, men, girls and boys from diverse backgrounds are considered. The collected data supports analysis of needs and trends in specific geographic areas, and as such – serves as an important source of information that supports humanitarian response prioritisation and targeting of those that are most in need of assistance, both by INTERSOS and other humanitarian stakeholders. It is also an essential tool for community engagement, as well as to inform protection advocacy.

INTERSOS has been conducting protection monitoring work for many years, and currently conducts these activities in 12 countries, including in Afghanistan, Burkina Faso, Central African Republic, Cameroon, Chad, DR Congo, Iraq, Lebanon, Libya, Nigeria, South Sudan and Yemen.

In 2021, INTERSOS plans to conduct lessons learnt on Protection Monitoring.

General purpose of the position

1. Purpose:

The research paper will provide operational learning from INTERSOS work on protection monitoring with an in-depth review of monitoring activities, methods of data collection, the utility of information collected, as well as identification of key challenges and recommendations to main stakeholders.

Main responsibilities and tasks

2. Objectives:

· Provide in-depth understanding of what protection monitoring entails, including on data collection methodologies, and all related technical aspects, including on identifying target areas, design of questionnaires, as well as defining key principles and confidentiality protocols

· Provide an analysis of how Protection Monitoring supports inclusiveness, and provides voice for marginalised and vulnerable communities

· Provide learning from different operational contexts that could help inform such assistance

· Provide specific case studies that link monitoring activities with positive protection outcomes

· Provide an analysis of the importance of protection monitoring for vulnerable communities, especially forcibly displaced people, and provide clear linkages to the rationale for such assistance (e.g. access to humanitarian aid, etc)

· Provide comprehensive analysis of main challenges to successful protection monitoring work, outlining key mitigation measures that should be employed in overcoming them.

· Provide sets of recommendations for improvements in protection monitoring targeting humanitarian practitioners, humanitarian decision-makers and coordinators, and humanitarian donors.

Professional Experience

· 5-10 years of experience with humanitarian assistance, preferably with strong background on protection issues and challenges

· Strong understanding of forced displacement and knowledge of challenges and barriers experienced by refugees, asylum seekers, migrants and stateless persons

· Proven record in research and analytical thinking, with good understanding of research methodologies (with examples of written research conducted)

· Strong written communications in English;
