EVALUATION OFFICER (Cash and Markets) FOR REACH Colombia

REACH was born in 2010 as a joint initiative of two international NGOs, ACTED and Impact Initiatives, and the United Nations UNOSAT program. The purpose of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for humanitarian aid actors through three complementary services: (a) needs and situation assessments facilitated by REACH teams; (b) situation analysis using satellite images (photointerpretation and remote sensing); (c) creation of databases, maps and WEB sites dedicated to the dissemination of information .

The REACH Initiative has been present in Colombia since 2019, supporting aid sector actors under the framework of the Humanitarian Country Team and the Interagency Group on Mixed Migration Flows through context assessments and information management activities. Currently, the information collected and disseminated by REACH aims to provide a reference base for humanitarian response planning efforts in Colombia, and in the region.

REACH is currently looking for an Evaluation Officer with a focus on cash and markets, to integrate our team into the mission of REACH Colombia.

ACTED has been present in Colombia since 2019 where it has carried out various needs and market assessments in support of humanitarian partners in the country.

TASKS

The Evaluation Officer will be responsible for supporting activities related to planning and design, collection, analysis, quality control, data and information management, design and writing of research products, collection of best practices and lessons learned and participation in internal and external meetings in accordance with the guidelines defined by the REACH evaluation officer in order to contribute to the effective REACH team and markets.

Features

Under the direct supervision of the Investigations Manager, the Assessments Officer is responsible for the management and implementation of REACH cash and markets assessments in Colombia and the region, including their preparation, implementation and monitoring. Throughout the research cycles, the evaluation officer interacts with partners to promote their participation and maximize their impact. It also guarantees efficient and transparent use of resources necessary for the implementation of cash and markets projects. He will also be responsible for related logistics, partner coordination, and financial and reporting requirements. He/she must provide contributions to the strategic development of the cash and markets unit in Colombia and the region.

Evaluation planning

  • Perform the review and analysis of secondary data necessary to implement evaluations;
  • Provide technical assistance in the development of robust and appropriate quantitative and qualitative forms for the collection of primary data and information in complex environments.
  • Contribute to the preparation of materials for the technical training of field personnel.

Primary data collection

  • Assist with the collection, processing and analysis of quantitative and qualitative data for cash and markets assessments.
  • Provide professional assistance for the methodological design, coordination, development and documentation of surveys, interviews or focus group discussions (FGD) with populations in vulnerable situations.

Data management

  • Support with the cleaning and analysis of quantitative data and with the processing and analysis of data using the statistical tools (ideally such as R) that are available for this purpose.
  • Support in the complete preparation of accurate transcriptions and debriefings for each and every qualitative data collection exercise (interviews and focus group discussions)
  • Processing and analyzing qualitative data using the data analysis and saturation grid or qualitative data processing tools
  • Support in the execution of all necessary steps to achieve rapid and complete validation of the data and information collected.

Design and writing of information products

  • Contribute to the preparation of reports and information products, ensuring that they comply with the standards established by IMPACT at a global level in terms of: quality, readability, consistency, ethics and protection of data and other sources.

Monitoring research and learning

  • Document lessons learned related to methodological, technological and technical aspects of the evaluation, and participate in scheduled feedback meetings.
  • Monitor, record and alert field teams about potential errors in the collection of primary data and information.

External relations

  • Support, in collaboration with the direct supervisor, the dissemination of the products generated from a localization and inclusion perspective;
  • Contribute to the promotion of a positive image and strengthening the general credibility of the organization;

Confidentiality and data protection

  • The Assessment Officer will ensure the strictest confidentiality of all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and standard operating procedures at a global level. You will also take active steps to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected in the course of your assignment to IMPACT.

Every REACH member is responsible for ensuring that all relationships with the communities in which REACH and its partners work are carried out in a respectful and consultative manner. Due attention should be paid to ensuring that communities are adequately consulted and informed about program objectives, activities, beneficiary selection criteria and methodologies.

Requirements

  • Approval of a University Degree in the following areas of knowledge: Economics and/or Geography, and/or Sociology and/or Data Science and/or related careers.
  • At least 3 years of relevant work experience in humanitarian settings in the fields of data analysis, monitoring and evaluation, research or conducting evaluations
  • Experience in cash monitoring and conducting market assessments highly desirable.
  • Experience with cash and voucher assistance projects in humanitarian settings desirable
  • Familiarity with the humanitarian coordination system
  • Experience in social research and use of qualitative and quantitative techniques.
  • Knowledge of the MS Office software package and use of software for processing quantitative and qualitative data (R, STATA, SPSS, Atlas ti, Nvivo or others).
  • Experience with Indesign a plus
  • Excellent team organization and planning skills, including the ability to manage large workloads, supervise field teams, and meet deadlines effectively.
