At the Women for Africa Foundation, we are looking for an expatriate technician with solid technical experience in the design, monitoring and justification of projects in the field of development cooperation, with a gender focus; who has a special interest in social innovation and has experience working in consortiums and in collaboration with multiple civil society entities and public and private institutions.

Summary description of the project – Call for innovation actions for development

The project’s central objective is to strengthen the economic and labor rights of women through innovation, focusing on their inclusion in labor sectors traditionally dominated by men.

A women’s cooperative will be supported to initiate activities in the cultivation and transformation of algae in the Marchica lagoon, in the eastern Rif, with a significant technological emphasis.

This support will include the creation of gracilaria algae cultivation and research plots in the lagoon and a laboratory for scientific research, thus facilitating the introduction of algae into value chains. The project will benefit from the successful experience of a pilot project implemented by a fishermen’s cooperative, offering a solid foundation for economic development and the active participation of women. Institutional collaborators and research centers will be fundamental to the success of this initiative. The project will be carried out in a consortium and will be led by the Las Palmas Gran Canarias University in close collaboration with the Spanish Algae Bank.

OBJECTIVE of the position: Ensure the qualitative development of the project “I+DeAlgas: Women promoting sustainable development in Laguna Marchica”, Nador, Morocco, its coordination and economic-financial management according to the requirements, procedures and tools of the donors and the foundation.

Reporting to the project manager at headquarters and in coordination with the local partners of Women for Africa and collaborating institutions:

FUNCTIONS:

Project Coordinator Responsibilities

  1. Coordinate and supervise the implementation of project activities.
  2. Establish and maintain effective relationships with local partners, collaborators and stakeholders in the country and with consortium partners.
  3. Guarantee compliance with objectives and quality of results.

PROJECT MANAGEMENT (60%):

  • Hold ultimate responsibility for achieving the objectives and results of the project in Morocco.
  • Preparation of project planning, worksheets and activity monitoring mechanisms (general/specific activity plan, procurement plan, monitoring and evaluation plan, etc.)
  • Accompaniment, support and permanent advice to local partner organizations:
  • Support the preparation of the annual project planning
  • Monitor and evaluate the progression and quality standards of project activities, establishing reorientation strategies if necessary.
  • Plan the human and material resource needs necessary for the proper implementation of the intervention following applicable regulations and national legislation.
  • Supervise the planning and budget execution of the intervention according to the proposed results and objectives,
  • Support and supervise the preparation of internal monitoring reports and supporting reports for financing entities (monitoring and final, technical and economic).
  • Monitor compliance with planning documents by field staff and establish corrective mechanisms if necessary.
  • Ensure the required visibility of the project
  • Conduct field visits to monitor and collect information on results related to field activities.
  • Ensure efficient, effective and timely collection and analysis of field data for situation reports, fact sheets, donor reports, audits, briefing notes and other information products for internal purposes.
  • Guarantee coordination with local partners in the country of intervention and with consortium partners at a global level.
  • Actively participate in promoting a harmonized approach and methodologies between different projects, supporting the development of specific tools, training and workshops to share experiences and good practices.
  • Collaborate and accompany the evaluations and audits of the interventions together with the rest of the team as necessary.
  • Preparation of monitoring and final reports for different financiers.

PROJECT STAFF – CAPACITY REINFORCEMENT (10%):

  • Identify project management learning and training opportunities for local partners
  • Ensure transparent, equitable and inclusive management of human resources, in accordance with internal policies and procedures, and with all regulatory requirements of country legislation and donor policy.
  • Promote an inclusive and diverse work environment, and ensure that the Foundation’s standards of conduct are observed.

COLLABORATION AND NETWORKING (20%):

  • Participation in networks and coordinators. Participate in Cluster/Working Group meetings and other coordination meetings when necessary.
  • Develop and maintain regular, transparent and responsible communication flows with the personnel assigned to the project, experts from the headquarters, as well as with other interested parties such as rights holders, community leaders, local administration officials and national, United Nations agencies and other NGOs (…)
  • Maintain institutional representation and relationship with project donors present in the field, national and local authorities, partners and other interested parties related to the project in the country and inform the project manager at headquarters on relevant issues.
  • Support donor relations by contributing to the development of various donor communication products and accompanying donors during field visits
  • Guarantee the visibility of the Foundation and donors

STRATEGIC PROJECT DEVELOPMENT (10%)

  • Develop new project proposals in collaboration with the project manager at headquarters.
  • Search for co-financiers at the field level. Coordinate in the field, the development and writing of new quality project proposals.
  • Participate in the development of the Women for Africa strategy in Morocco
  • Provide strategic and technical guidance on key components of the Foundation’s commitment to encourage good practice and ensure compliance.

The duties and responsibilities mentioned above are not exhaustive and the post holder may be required to perform additional duties.

REQUIRED PROFILE:

  • Training:
    • required :
  • Higher university degree
  • University specialization and/or specific training in development cooperation and/or Training in Monitoring and Economic Justification of Social and/or humanitarian Programs.
  • Level C1 or above: Spanish and French
  • Use of tools at a professional level: Office automation. Excel Management
    • desirable :
  • Specialized training in gender in development and/or science degrees (marine biology, environment…)
  • Knowledge of human rights, gender and environment approaches.
  • English and/or Arabic and/or Riffian
  • Experience :
    • required
  • as an expatriate aid worker for at least five years in a position of equal category and responsibility.
  • in coordination/management of projects in the field of international cooperation co-financed by public cooperation agents.

  • in formulation and/or management of projects with European funds and/or international organizations and the private sector.

CONDITIONS

  • Full-time contract under Spanish legislation. It is necessary to have a work permit in the EU.
  • Duration: up to 24 months, renewable.
  • Salary according to the organization’s salary policy depending on the candidate’s experience. Salary range: 32,000-35,000 euros

  • Incorporation: March-April 2024.
  • Position with future projection and possibility of growth within the organization.

Selection process:
