ARE WE?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars:

  • Treat : provide real access to care for populations.
  • Change : more than helping, we want to change things in the long term.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

The study carried out in 2021 by the Moroccan Association of Family Planning (AMPF) notes that the fertility rate among adolescents aged 15 to 19 is high in Morocco (estimated at 32‰), mainly because of early marriage , but also sexual violence and insufficient access to information relating to the body, consent, intimacy and services linked to family planning and the care of women and children victims of sexual violence.

Adolescence is one of the most complex stages of life. Young people seek to assert their identity while signs of physical maturation appear, generating multiple questions among young people, linked to their bodies and sexuality in particular. The AMPF emphasizes that 73% of young people interviewed as part of its study expressed the need for access to sex education. Their testimonies also revealed that the prevalence of sexual violence is high (8.7% of young people questioned concerned).

The Kingdom of Morocco has deployed efforts aimed at implementing public policies in the field of sexual and reproductive health and gender equality in order to accelerate the achievement of the Sustainable Development Goals by 2030 following the New Development Model adopted in 2021. In 2021, the Ministry of Health announced the revision of the strategic orientations of the National Strategy for Sexual and Reproductive Health for 2030. And in February 2020, the Ministry of Health national education indicated that collaboration with the UNFPA should aim to integrate the issue of sex education within the school community (training of future teachers and school life, promotion of innovative educational actions and projects for sexual and reproductive health awareness).

The “Community and Migrant Women” project is a 4-year project (2022-2025), led by a consortium of NGOs composed of Médecins du Monde Belgique au Maroc (MdM), AMANE and MS2. The project is financed by the DGD in Morocco.

The general objective of the project is to improve access to quality Sexual and Reproductive Health and Rights services for women and young migrants in vulnerable situations in the region of Rabat, Salé and Kenitra and the Oriental region, in Morocco.

In this context, a kit is deployed to raise awareness among young people, migrants and Moroccans, between 15 and 17 years old about issues of sexual and emotional education, gender-based violence, consent and well-being.

MISSION OBJECTIVES

The mission to create the tools (module and kit) must take into account the context described in the preamble.

The mission will participate in:

  • Strengthen the knowledge, attitudes and practices of non-specialized local associations around issues of sexual and emotional education with a focus on gender-based violence.
  • Create a space for dialogue between members of local associations and young people, migrants and Moroccans, between 15 and 17 years old through awareness sessions;
  • Inform and raise awareness among Moroccan and migrant adolescents between 15 and 17 years old on sexual and emotional education with a focus on gender-based violence.

AMANE and MdM set the following specific objectives for the mission:

Design the content of a three-day training of trainers module on sexual and emotional education, in particular the prevention of gender-based violence and in particular sexual violence against young people aged 15 to 17. The module covers theoretical and practical input as well as training in the use of the awareness kit. This training is intended for psychosocial professionals and educators working with adolescents and migrants aged 15 to 17. This module contains:

  • The training ppt in French and Arabic
  • The facilitator’s guide in French and Arabic
  • Pre/post-tests in French and Arabic
  • Produce an educational kit on education for emotional and sexual relational life. The kit will contain:
  • One or more awareness tools (games, flyer, video, etc.) aimed at young people, migrants and Moroccans, aged 15-17, adapted to their age, and can be used in half-hour sessions. -daytime.
  • A guide to conducting awareness sessions for staff of trained associations.

PROFILE

The skills required to complete this module and kit are:

  • Postgraduate diplomas in social sciences (sociology, psychology, public health) or any other equivalent diploma with proven knowledge in the fields of childhood and social work and also Sexual and Reproductive Health and Rights (SRHR);
  • Proven experience in capacity building and particularly in adult training and learning: methodology for creating training modules; production of tools and training modules in areas relating to development issues, child psychology, sexual and reproductive health, etc.
  • Proven experience in creating educational materials to raise awareness among adolescents;
  • Knowledge of the sexual and reproductive health context in Morocco is a prerequisite;
  • Knowledge of child protection is an asset;
  • Ability to produce quality results within specified deadlines;
  • Fluency in French and Arabic, oral and written;
  • Autonomy and sense of initiative, good ability to solve problems.

Please note: the consultant must be able to provide an invoice (with Tax ID, VAT, license, etc.).

DURATION OF THE MISSION

The mission will begin upon signature of the service contract and the last validated deliverable must be submitted no later than June 30, 2024.

The sending of the technical note proposal (to be produced by the consultant who will detail the methodology at each stage) as well as the completion of the four stages described above will take place between March and June 2024.

DELIVERABLES

After validation of the technical framing note for the consultation, the deliverables expected in this consultation will be:

The training module:

  • The training plan for the module and its methodological note;
  • The module supports created:
    • ppt,
    • Module animation guide,
    • Animation supports/tools,
    • Evaluation support (pre/post-tests).

The educational kit:

  • A guide to facilitating the awareness session for association staff in order to be able to conduct awareness sessions with adolescents aged 15-17;
  • s awareness materials aimed at adolescents.

All tools must be created in French and Arabic.

All of these tools will be subject to validation by AMANE and MdM.

The graphic design and printing of the kit are not part of this mission.
