Overview of position
A multi-year, multi-donor initiative, the Coastal States Stability Mechanism (CSSM) aims to strengthen the presence of the State and the resilience of communities in remote areas of Benin, Ghana and Togo. The MSEC is funded by the United States Agency for International Development (USAID) and the German Federal Foreign Office (GFFO), and aligns with the US Strategy for Conflict Prevention and Stability Promotion and the Concept of the GFFO’s foreign and security policy, namely the Integrated Peace Strategy, as well as regional and national violence prevention efforts. The MSEC is implemented by IOM in close coordination with GFFO, USAID, as well as communities in priority areas and designated counterparts within host country governments. The main implementation modality of the MSEC is a small grants mechanism.
Under the general supervision of the MSEC Program Manager and the direct supervision of the National Program Manager, the Field Monitor will be responsible for contributing to the successful implementation of the MSEC program in Togo .
Role objectives
1. Contribute to the implementation and coordination of MSEC activities by ensuring the inclusion of all stakeholders at the duty station;
2. Contribute to the generation and implementation of new ideas/activities based on geographic, social, economic, political and security knowledge of the region and in line with the objectives of the MSEC;
3. Develop in close collaboration with the sub-office a continuous dialogue with local regional and communal authorities, communities and members of the Local Coordination Group for the identification and prioritization of activities on the basis of the Integrated Approach to Community Stabilization;
4. Support the organization of coordination meetings and initiate the implementation of approved activities;
5. As needed and upon request of the supervisor, participate, support and document the implementation of all activities in the region of assignment;
6. Ensure representation of all social classes in activities;
7. Prepare and submit to the National Program Officer a report for each activity implemented, including high quality photos before, during and after each activity;
8. Send documents, reports, video, photos and other materials on time to the sub-office at his duty station;
9. Provide data/information and draft documents to submit to the supervisor as part of reviewing activity notes for current projects;
10. Ensure information sharing between the program and local authorities in the region of assignment;
11. Collect and submit local context dynamics and other information to help inform the program of any significant developments or events on the ground to inform programming;
12. Maintain good relations with the authorities and other relevant stakeholders in assigned areas, in coordination with the Sub-office Head and the National Program Manager.
13. Carry out any other task that may be entrusted to him.
Project reporting

Key competencies
TRAINING
• Bachelor’s degree in international relations, sociology, political science, education, or in a field related to the objectives of the MSEC program in Togo, delivered by an accredited university establishment, with four (4) years of relevant professional experience; or Have a high school diploma with six (6) years of relevant work experience.
PROFESSIONAL EXPERIENCE
• Professional experience on the implementation of development/stabilization projects in Togo (mandatory) with experience in northern Togo (desirable)
• Experience in participatory community approach, formulation, and implementation of projects (desirable)
• Experience in liaison with administrative and traditional authorities (desirable)
• Familiarity with capacity building of local organizations and/or grant management (desirable)
SKILLS
● Understanding of governance and community resilience dynamics.
● Proven ability to establish and maintain positive working relationships with key stakeholders at departmental, municipal and local levels as well as maintaining regular exchanges with communities and the Local Coordination Group.
● Knowledge of the project management cycle.
● Familiarity with implementing small grants activities.
● Demonstrated ability to develop regular and new ideas for activities that can be implemented as part of a project.
● Demonstration of regular anticipation of blockages/challenges likely to affect activities.
● Notable progress in skill acquisition and efficiency in task execution.
● Writing and summarizing skills, and experience in report writing.
● Proven ability to deliver quality products within tight deadlines.
● Ability to work independently and use creativity to obtain and triangulate information from various sources.
● Strong computer skills, including proficiency with MS Office software package (Office, Excel, Power Point, Outlook), internet and email.

LANGUAGES
REQUIRED
Fluency in French is required (oral and written).
DESIRABLE
Mastery of Anoufo (Tchokossi), Ngangam, Moba, Peulh, Gourma, Mossi or other local languages commonly spoken in northern Togo is a major asset.
