France – Responsable Financements Institutionnels – H/F At La Chaîne de l’Espoir

DESCRIPTION OF THE ASSOCIATION

La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development.

We operate in 28 countries with a global approach, focused on the child but also on mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly within the framework of school health programs.
  • Care and surgery, to meet the most urgent needs of children and their mothers.
  • Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital structures adapted to local needs.

POSITION AND MISSION

The Institutional Funding Manager will be in charge of:

  • Develop relationships with institutional donors
  • Conduct a strategic analysis of donors in line with the strategy of La Chaine de l’Espoir
  • Contribute to the financing strategy for international solidarity actions of La Chaine de l’Espoir
  • Contribute to achieving financial objectives
  • Provide expertise in institutional funding management to the various stakeholders at headquarters and in the field
  • Ensure compliance with landlord rules

MAIN ASSETS

Relations with institutional donors

  • Represent and promote the interests of La Chaine de l’Espoir to donors and ensure coordination between internal teams likely to be in contact with them
  • Represent La Chaine de l’Espoir within specific working groups and/or inter-NGO coordination platforms
  • Ensure and coordinate the recording and updating of La Chaine de l’Espoir information with donors

Definition of the institutional public financing policy

  • Participate in the definition and formalization of an institutional donor strategy
  • Identify institutional donors and relevant budget lines and organize monitoring of their calls for proposals
  • Contribute to the identification of projects in line with its (co)financing opportunities, in close collaboration with the Operations Department
  • Collaborate in the formalization and ensure the submission of grant applications

Advice and support to teams at headquarters and in the field

  • Advise and support teams in their positioning, decision-making and monitoring relating to institutional donors during all stages of the project cycle
  • Define the necessary support tools and ensure their dissemination; provide training in these tools if necessary
  • Participate, upon request, in the recruitment process of teams in the field for projects co-financed by institutional donors

Compliance of practices with lessor rules

  • Ensure that La Chaine de l’Espoir’s internal policies, procedures and tools are compatible with donors’ expectations
  • Validate contracts and amendments with the teams at La Chaine de l’Espoir headquarters and ensure negotiations with donors
  • Coordinate responses to donors’ global calls for projects
  • Provide support to Finance teams in the management of donor contracts (financial reporting, treasury)
  • Be responsible for responding to evaluations and audits carried out by a lessor or an external organization
  • Alert Managers and Management to identified risks of non-compliance with contractual commitments,
  • Validate responses to donor requests and provide technical expertise in dispute resolution
  • Ensure the quality of documents and ensure their transmission to donors.

Monitoring and analysis of your activity

  • Monitor and evaluate the progress of activities,
  • Guarantee the feedback of information necessary to manage its activity,
  • Contribute to the definition of reporting and summary tables on institutional financing contracts, and ensure their updating and dissemination

FORMATIONS ET EXPERIENCES

  • Master 2 in international solidarity, project management, law, international relations or equivalent
  • Minimum 5 years of professional experience, including 3 years in international solidarity in fundraising and/or project writing and/or project management

REQUIRED SKILLS AND QUALITIES

  • Professional English essential
  • Autonomy, good interpersonal skills, teaching and organization
  • Ability to adapt and sense of service
  • Ability to work in a team and remotely;
  • Dynamism, responsiveness (ability to adapt to tight deadlines)

CONDITIONS

  • Permanent contract, executive status
  • Full-time position, based at the association’s headquarters in Paris, 75015 or relocated
  • Field trips
  • Start date: April 2024
  • Mutual insurance covered at 80%
  • Meal tickets worth 10.83 euros covered at 60%
  • Reimbursement of transport subscription (or sustainable mobility package) up to 50%
  • Teleworking charter: 3 days/week or 100% teleworking with 4 days/month of mandatory presence at Headquarters
  • 23 days of annual RTT
  • Proposed salary: 39k – 43k euros gross annually depending on profile and experience
