Qatar Red Crescent is a voluntary charitable organization, was founded in March 1978. QRC has been internationally recognized in 1981 by the ICRC in Geneva and joined the IFRC in the same year.

Scope of Work:

The HR Officer plays a vital role in supporting the HR department’s operations. Reporting to the HR Coordinator, this position primarily focuses on recruitment, payroll, compliance, and policy adherence. The HR Officer acts as a bridge between the QRCS and its employees, ensuring that HR functions are administered efficiently and in accordance with Turkish labor regulations.

Key Responsibilities and Duties:

Strategic:

  1. Collaborate closely with the HR Coordinator for the management of information related to employees engaged in specific projects, encompassing the tracking of their salaries, the allocation of hours dedicated to each project, and the monitoring of the budget allocations for all project staff.
  2. Responsible for establishing and maintaining communication with QRCS partners to ensure the accuracy of all HR-related matters, project HR documents, and strict adherence to QRCS guidelines.
  3. Collaborate closely with the HR Coordinator to strategize and implement recruitment plans effectively.
  4. Maintain up-to-date knowledge of Turkish labor regulations and ensure that QRCS’s HR practices align with and adhere to all applicable laws and regulations.
  5. Continuously oversee and refresh employee records, encompassing personal details, attendance, leave accruals, and other pertinent information.
  6. Engage in the Training Needs Assessment (TNA) process for QRCS employees to pinpoint skill deficiencies, training needs, and areas for enhancing employee competencies.

Operational:

  1. Engage in the recruitment process by reviewing resumes, coordinating interview schedules, and aiding in candidate assessments.
  2. Guarantee the confidentiality and integrity of payroll and HR data.
  3. Draft employment contracts, offer letters, and various HR-related documentation.
  4. Support QRCS employees in comprehending HR policies, processes, procedures, and the established standards of QRCS.
  5. Assist in the on-boarding of new employees, ensuring they complete essential paperwork and acquire a comprehensive understanding of QRCS policies and procedures.
  6. Comply with and uphold all the principles of PSEA (Preventing Sexual Exploitation and Abuse) and child protection, displaying a resolute commitment to promptly report any PSEA and CP-related incidents.
  7. Foster a constructive workplace culture through the creation and execution of initiatives aimed at enhancing employee morale, motivation, and productivity.
  8. Analyze HR data to identify trends, make data-driven decisions, and improve HR strategies.
  9. Participate in the performance evaluation process, involving the establishment of goals, conducting routine performance assessments, and facilitating feedback sessions.

Education and Experience:

  1. A bachelor’s degree in a field related to Human Resources, Business, Finance, or a closely related discipline is required.
  2. Demonstrated experience (3-5 years) in Human Resources, with a preference for those with previous work experience in the NGO sector.
  3. Experience in collaborating with local partners.
  4. Proficiency in utilizing HR software and systems is expected.

Knowledge, Skills & Abilities Required:

  1. Familiarity with Turkish labor laws and regulations.
  2. Attention to detail and strong organizational skills.
  3. Excellent communication and interpersonal skills.
  4. Discretion and the ability to handle sensitive and confidential information.
  5. Strong problem-solving and analytical abilities.
  6. Advanced Computer skills & MS office.
  7. Fluent Arabic speaker with proficiency in Turkish (both spoken and written), and English language skills are a plus.
