Position objective
The Human Resources Management Officer is responsible for the administrative management of the teams, the implementation and updating of HR management procedures and tools in accordance with CESVI HR regulations and policies. He works under the direct supervision of the Administration and Finance Manager and the Administration and Finance Coordinator.

Cesvi in Venezuela
Cesvi was present in Venezuela from 1998 to 2011 with emergency, rehabilitation and development interventions in the sectors of protection of children and women subject to sexual exploitation and with various interventions in agricultural production and distribution chains.
As of 2019, Cesvi reopened operations in Venezuela, in Caracas, guaranteeing direct support to women and adolescents who are survivors or at risk of sexual abuse and exploitation.
Description of functions
Human Resources Administration and Training
- Compile, consolidate, order and write TORs or job descriptions in coordination with team, department or project supervisors.
- Manage recruitment planning and identification of positions and positions according to the project cycle in coordination with project managers and the administration and finance manager.
- Write and publish vacancies on job offer platforms and sites.
- Select, analyze and classify applications guaranteeing the principles of competitiveness and transparency.
- Manage and plan interviews, technical tests of candidates.
- Manage the drafting and request for validation of contracts.
- Guarantee that signed contracts comply with the HR standards and policies in force in the mission, as well as with the procedures and ethical codes defined by the organization and donors.
- Support in the periodic updating of the salary scale and regulations.
- Provide training and technical assistance to the administrative staff of local partners on HR management and accountability instruments and processes, according to the requirements of donors and CESVI.
- Supervise compliance with contractual obligations by hired personnel, as well as the registration of work days, vacations and permits, as provided in the HR policies and the contracts signed between the parties.
- Support the Administration and Finance Coordinator in updating the Country HR policies and management manual.
- Manage the insurance policy policy, update the payment record and monitor the policies.
- Generate personnel databases, in order to keep the corresponding information updated and accurate and maintain control of personnel files, maintaining and guaranteeing the confidentiality required for the area.
- Make agenda and follow up on inductions and performance evaluations
- Prepare documentation of salaries and fees according to locations and equipment of Cesvi Venezuela, for validation and issuance.
- Support the management of “Team Building” activities
- Ensure compliance with Cesvi’s Code of Conduct and Anti-Fraud Policy and report any abuse through appropriate channels.
Others
- Participate in planning and team meetings
- Report and alert of any anomaly in the administrative process of the projects
- Promote the principles of transparency, traceability, efficiency and optimization in the management of available resources.
- Execute those tasks inherent to the position that are requested according to the situation and needs.
Profile
Essential attributes
Training:
Professional university studies in administrative areas, human resources, law and/or psychology.
Knowledge and experience:
- Demonstrated experience of at least two years in an equivalent position, preferably with international NGOs.
Skills
- Capacity for synthetic and structured written expression.
- Proactive and proactive attitude.
- Ability to work with minimal supervision in a culturally diverse team.
- Ability to develop productive working relationships with colleagues, partners, local authorities and other stakeholders.
- Solid command of Microsoft Office Package. Advanced use of Microsoft Excel.
- Use of information management tools on the web.
Preferred Attributes
- Knowledge of legal regulations for NGOs
- Basic knowledge of project cycle management and Logical Framework.
- Experience and knowledge of project budget management
- Knowledge of spoken and written English language
Contractual conditions
- Location: Caracas, Venezuela
- Contract duration: 4 months with the possibility of extension
- Expected start date: February 15, 2024
