Organizational Setting and Work Relationships
The Human Resources Planning Associate is part of the Strategic Workforce Planning Section of the Human Resources Operational Partnership Service (HROPS) of Division of Human Resources (DHR).
The incumbent normally functions under direct supervision of a HR Planning Officer. S/he works quite independently on regular assignments with an oversight from the supervisor, who provides general guidance and work plans for identifying work priorities and appropriate approaches.
The incumbent liaises with the Divisions and the Regional Bureaux as well as with the Country and Multi-Country Offices in the Field to exchange information on issues related to Strategic Workforce Planning, Organizational Design, Job Evaluation and Succession Planning. S/he provides guidance and assistance to HR Associates/Officers and position managers on these issues, as required.

Duties
– Provide guidance to staff and managers on administrative procedures and process flows related to HR planning.
– Assist in various administrative and human resources tasks (attendance record, travel arrangements, preparation of travel authorisation, claims, stationery requests, DSS forms, etc.) within the respective Unit.
– Draft emails on HR planning related queries and routine matters. Prepare correspondence for signature of the supervisor, checking attachments and ensuring distribution to all concerned parties.
– Coordinate the filing system in the AoR; in particular the archiving system on an on-going basis, for all HR planning related files.
– Maintain database (electronic or hard copy) of HR planning related documents within the AoR.
– Assist in the preparation of meetings, workshops and briefings on HR planning related issues, including booking meeting rooms, making teleconference arrangements, collection of documentation for briefing kits and other materials.
– Liaise at an appropriate level with other units/sections, HQ divisions, regional representations and country/multi country offices, as applicable, to facilitate the work of the Section.

For positions within Organizational Design and Job Evaluation Unit only
– Research all available data pertinent to positions under review and make sure that all background data is made available to HR Planning Officers prior to submission of the documents.
– Receive, read, register, distribute and file job descriptions and other related documents on on-going job classification activities, ensuring the safe-keeping of files.
– Create Job Codes and Non-person Profiles in MSRP.
– Verify the job attributes of positions due for advertisement in the compendia and make sure that all classified positions have valid job attributes; identify and affect the required modifications in the system.
– Contribute to the maintenance of the Unit’s mailbox.
– Update positions tracking system and ensure that it is up-to-date at all times.

For positions within Strategic Workforce Planning Unit only
– Assist in execution and monitoring of strategic workforce planning processes and programs.
– Work closely with other colleagues in the Strategic Workforce Planning Section on joint projects, meetings and presentations.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

S/he provides support to HR Staffing and Structural reviews as well as identifying, formulating key findings, highlighting structural and workforce characteristics and gaps, compiling workforce and positions analysis. Prior experience would be needed in data analytics as the incumbent will be required to provide user support for Workday dashboards, matching business needs and technical aspects to be able to achieve the best user-friendly results. Identifying technical issues, supporting data clearance and functional development of dashboards – continuous liaising with other technical entities at HQ and testing new dashboards / data analytics tools will be also part of the duties. Apart from the above technical knowledge / prior experience, solid interpersonal, communication, writing skills, client orientation would be a must. Experience with the UN/UNHCR is desirable. Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.
G6 – Salary range: NET 719,243 HUF – NET 842,669 HUF.

Benefits:
Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).

Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
