Overview of Position

  • The functional objective of our client Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules, and regulations of our client, to achieve the outcomes sought by the clients. Our client has been active in Iraq since 2004, delivering close to 50 projects worth over USD 260 million. Our client has a very strong relationship with the key counterparts at both central and regional government levels in Iraq. Our clients operates from its Operational Hub in Amman and supports its country office in Baghdad and its sub-office in Erbil.
  • The incumbent is responsible to abide by security policies, administrative instructions, plans, and procedures of the UN Security Management System and that of our client.

Role Objectives

  • Our client is undertaking a three-year project that aims to improve basic living conditions for returnees in the liberated rural areas of Al-Anbar And Ninewa governorates through the rehabilitation of up to 1,000 housing units and restoration of decentralized services.
  • The decentralized services component will entail the provision of solar street lighting, the rehabilitation of selected community roads, and of water and sanitation networks and/or stations. When feasible, the rehabilitated housing units will be connected to the restored decentralized services taking into consideration the whole neighborhood. The rehabilitation of housing and basic services will be guided by a needs-based approach.
  • The Health Safety, Social, and Environmental (HSSE) Specialist will report directly to the Project Manager and will ensure full coordination with the project Lead Civil Engineer, the Hub HSSE Specialist, the Hub Infrastructure Specialist, and the Project team members.
  • The incumbent needs to establish a safe workplace according to our client health and safety management systems, and foster a culture of attention to health and safety in all the phases of the implemented projects. Specifically, He/ She will be responsible for the following duties:

HSSE Planning, Coordination, and Implementation

  • Provide advice and recommendation on various health and safety-related procedures relevant to the type of work, (such as noise levels, use of personal protective equipment, and use of machinery etc.);
  • Develop visual material for on-site briefings with contractors on occupational health and safety, including any sanitization measures relating to COVID-19 based on WHO guidelines;
  • Advise the Project Manager and the project team on all health and safety-related matters during project planning and implementation;
  • In line with the our client HSSE policies and procedures, develop and/ or advise on risk mitigation and preventive actions required outlining potential threats, risks levels, and recommended mitigation strategies during project implementation, taking into consideration relevant and existing assessments;
  • Follow up on the implementation of the Environmental Social Management Plan (ESMP)and Health and Safety plan on work sites.

Project Reporting

  • Report to the line manager

Key Competencies

  • Propose and control the projects’ budgets for health and safety and monitor related expenditures;
  • Conduct regular field inspection and monitoring visits to the projects sites to supervise the contractors throughout the project implementation, identify possible areas/issues of non-conformity (e.g. unsafe work at heights and in excavations), and prepare project’s health and safety-related reports on occurrences;
  • Implement mechanisms for reporting all health and safety incidents that may have an impact on the project, as well as ensure that all accidents are documented, reported internally and/ or externally as per the agreed reporting protocols, investigated while ensuring that any recommended improvements are implemented in a timely manner
  • Initiate, organize, and deliver Occupational Health and Safety (OHS) training and learning initiatives for the project personnel, contractors, and partners;
  • Oversee team’s contributions to health and safety knowledge networks and communities of practice including collaborative synthesis of lessons learned and dissemination of best practices;
  • Provide induction to all new project team and contractor on HSSE requirements;
  • Support the PM in capacity building planning and transfer of HSSE project-related knowledge among the relevant projects’ stakeholders, both internal and external.’s
  • Health and Safety Management, Project Management, Risk Analysis, Reporting, Capacity Building, Training, Monitoring and Evaluation
  • An advanced university degree is required, preferably in health and safety management, natural science, engineering, or relevant fields.
  • Bachelor’s degree in combination with an additional 2 years of relevant work experience (7 in total) can be accepted in lieu of the advanced degree.
  • A minimum of 6-8 years of progressively responsible experience in Health, Safety, Social, and Environmental (HSSE) management is required, with at least 3 years in managing and implementing projects related health and safety matters.
  • Experience in Health and Safety risk assessments, inspections, incident investigation, and training facilitation is required;
  • Experience with third-party certification audits for Health & Safety and Environment Management is desired;
  • Experience of working at UN agencies or other international Humanitarian/ Development organizations is highly desired.
  • High proficiency with computers and other software/ platforms related to the position’s field of expertise is required.
  • Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is an asset
  • Full fluency in Arabic and English is required.
  • Certification in Occupational Health and Safety, such as NEBOSH IGC1, IGC2, GC3 and OHSAS 18001 is desired.
