About NRC

NRC is present in Venezuela since 2005, and in the last few years substantially increased its operations and program. With one main office in Caracas, four field offices and about 90 staff, NRC is one of the biggest INGO operating in the country.

Despite Venezuela is rated high risk according to NRC security standards, mostly due to the infrastructure and public services failures and the political instability, in Caracas the situation differs from the rest of the country and both security and living conditions are good and easily manageable. Particularly in the area where office and guesthouses are located it is possible to access all type of services, such as commercial malls, restaurants, gymnasiums, sport centres and several parks and green areas. Mountain excursions and visits to the coast which is less than on hour far from the city can be organized and places are easily accessible.

About the role

The purpose of the HR Manager is to be responsible that the HR system is according to NRC standard and to support programme/project implementation.

The following is a brief description of the role.

  1. Implement NRC’s HR and admin systems and procedures
  2. Ensure that country set up adhere to Employment standards, HR policy and other NRC policies
  3. Ensure compliance with the local labor law
  4. Training, support, control and development of HR teams
  5. Support and train of all staff with HR responsibilities/ personnel management
  6. Management of the HR team
  7. Provide regular HR analysis and reports
  8. Ensure safe and standardized filing of personnel documents in all offices
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy
  10. Oversee recruitment and induction of new and replacement staff as the organisation scales up and prepares to introduce additional core competencies/programmes
  11. To lead the adaptation of NRC HR policies and procedures to the Venezuela context, including the adaptation of NRC’s Terms of Employment to Venezuela Labour Law
  12. Plan and roll-out NRC’s Induction package, NRC Way Plus for all staff, NRC Way of People Management for managers
  13. Ensure a well-functioning NRC People support is set up in line with the requirements
  14. Be the focal point for ensuring processes and procedures are in place to ensure Duty of Care for all staff
  15. Work closely with NRC Regional and Global HR to roll-out additional measure for the Prevention of Sexual Exploitation and Abuse (PSEA)
  16. Lead the development of NRC Venezuela’s income taxation policy for international staff
  17. Ensure that all HR data is stored in compliance with data protection requirements
  18. Jointly with the other members of the Senior Management Group, work to promote gender equality in the organisation, including through careful research of obstacles to female staff recruitment, retention and promotion, in the Venezuela context.
  19. Responsible for ensuring the NRC pay structure for national staff is relevant in Venezuela and in line with NRC policy
  20. Coordinate a yearly and quarterly workforce planning with overview of current workforce and new positions planned for next year to support the country office strategy
  21. Responsible of the elaboration of country office training calendar in coordination with management and encourage continuous improvement and professional growth by advising on, planning, and tracking learning and development activities
  22. Organize, facilitate and deliver training and learning initiatives for staff on HR related topics
  23. Ensure HR files and records are kept in coherence with NRC standards and in line with Venezuela legislation

About you

  • Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context, managing a team
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in Spanish and English, both written and verbal
  • Knowledge of Venezuelan legislation and context will be an advantage
