Human Resources Assistant – Caracas At International Medical Corps

OBJECTIVE: Support the work of the human resources department, especially those related to recruitment, selection and personnel administration, ensuring skill in the processes and compliance with the quality standards established by the organization.

MAIN RESPONSIBILITIES

Human resources management

  • Update tracking tools and review hiring updates, staffing lists, contract validity, and employee benefit enrollment and utilization, as appropriate.
  • Create staff profiles on relevant internal systems and platforms.
  • Guarantee that the human resources file is complete, and its integrity and quality are maintained.
  • Support in the preparation of personnel applications and job descriptions or terms of reference for national staff.
  • Support for staff travel (itinerary, ticketing).
  • Track utility bills and office and guest house leases to ensure payments and renewals are made on time.
  • Manage office space utilization and accommodation reservations at IMC guest houses.

Administration of payroll

  • Register national employees on the corresponding public platforms (Banavih, IVSS, INCES, etc.).
  • Gather all payroll related data and calculate salaries, overtime time sheets etc. As applicable.
  • Review and calculate time sheet data and hours worked, as well as Service Reports for Consultants, volunteers and work staff by day.
  • Serve as liaison with the Finance Department in the preparation of staff payroll and/or consultant payments.
  • Respond and clarify to employees on payroll related queries.
  • Maintain records of periodic deductions from employee pay.

Compliance with the obligations of the Employer

  • Support the implementation of a framework for compliance with the obligations of Employers as provided by the applicable regulations: LOTTT and LOPCYMAT.
  • Coordinate pre-employment, pre-vacation and post-vacation medical checkups of employees.
  • Participate in the activities of the Health and Safety office.

Recruitment, orientation and coordination of new entrants.

  • Support and ensure the incorporation of new staff: email and equipment request, welcome to the office, summary in processes and basic human resources forms.
  • Ensure that each new employee receives an induction that includes information about International Medical Corps, projects, activities and work objectives, Code of Conduct and Ethics, training and working conditions.
  • Assist managers with hiring, including channeling applications and participating in interviews.

Performance, skills development and well-being

  • Support managers and supervisors in personnel management, performance evaluation processes and capacity development.
  • Contribute to the creation and implementation of a safe and harmonious work environment for staff.
  • Provide training on the Code of Conduct, people management techniques, and other human resources-related topics and processes.
  • Ensure completion of all MAST training.

Compliance and ethics

  • Promote and foster a culture of compliance and ethics.
  • Contribute to the creation of a positive image and overall credibility of the organization, in particular through the application of the Code of Conduct, ethics, values ​​and point of view of the organization with respect to internal and external stakeholders.
  • Perform work with the highest level of integrity, maintaining a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps. Minimum requirements:

  • Bachelor’s degree in fields related to Human Resources, Administration and Personnel Management.
  • 1 year experience working in Human Resources.
  • Knowledge of payroll, management of parafiscal entities and labor legislation. Intermediate English.
  • Intermediate Excel. Microsoft Office – Intermediate.
  • Excellent written and oral communication, culturally sensitive, flexible to change, ability to improvise, excellent at building and establishing relationships with internal and external personnel.
