BV is partnering with the University of Rhode Island (URI) and providing services in the implementation of a new USAID marine conservation project in Madagascar. The goal of USAID RIAKE, the URI’s proposed Marine Activity for the USAID Madagascar Conservation, Communities and Sustainable Development Program is resilient and empowered communities that inherit and maintain biodiverse, well-managed, secure, and sustainable marine ecosystems. One of the services BV will provide is to hire the RIAKE Human Resources Officer for the first year of the project.
Summary job description:
This position will manage HR administration activities for the HR department in Madagascar; assist with day-to-day operations of the HR functions and duties, including record maintenance, payroll processing, recruitment, staff benefits management.
This role will support the Head of HR in fulfilling key HR objectives, and will provide support and advice on HR queries, concerns, and implementation of policies.
Reporting to the Head of HR and the USAID RIAKE Chief of Party, this is a full-time role based in Antananarivo.
Responsibilities
HR administration
– Keep and update regularly the Registre de l’Employeur Part I, II, III
– Ensure that all employees have an up-to-date physical and electronic personnel file
– Record maintenance
– Ensure that all employees are affiliated to the CNAPS, ESIA. Organize systematic visit related to health care
– Support the Head of HR in payroll collation for monthly payroll – send accurate monthly payroll data to the Head of HR
– Check the CNAPS, IRSA and ESIA declarations from KENTIA and ensure that the information is correct before submitting to the finance team for payment.
– Provide any HR documentation needed for audit purposes (payslip, employment contract, etc..)
– Ensure that timesheet are filled correctly and signed by each employee monthly
– Administration of HR documents : notification letters, contracts, etc…
– Administration of staff benefits linked to health insurance (Ascoma reimbursement/ affiliation/exit), scholar help, death in service insurance and others as required
– Organize election of staff delegates when required
– Support the Head of HR in the organization of team building and/or HR events
– In collaboration with staff delegates, organize and carry out HR social activities for staff
– Support colleagues in the use of HR systems

Skills and Experience
Required
– Graduate-level qualification (Bacc+3) in Human Resources or Management/ Law
– At least 3 years generalist HR experience
– Experience in the delivering of recruitment, payroll processing, staff benefits management,
– Strong understanding of employment law,
– Attention to detail with excellent verbal and written communication skills,
– Organised, proactive and self-starter,
– Maintain confidentiality and act with discretion,
– Team player with strong customer service and problem-solving skills,
– Ability to prioritize and manage conflicting demands,
– Integrity and sensitivity to Blue Ventures values,
– Excellent communicator both verbally and in writing in Malagasy and in French, good level in English.
