Overview of position

  • The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on the 2nd November 2022 in South Africa.
  • For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is the stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing the demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
  • The IT Advisor reports to the Deputy Commissioner & is responsible for planning, coordination & implementation of smooth IT applications for demobilization & reintegration of XCs.

Role objectives

  • Provide IT related technical & operational solutions to support the NRC in the development & implementation of the national DDR program using the dream apps of the NRC.
  • Tackling both the proactive improvement of IT systems & the defensive measures against cyber threats.
  • Identifying security weaknesses in the IT systems through simulated attacks (penetration testing) & vulnerability scanning.
  • Advising on cyber security measures & data protection best practices to safeguard critical information & systems.
  • Evaluating new technologies & software applications, recommending the most suitable solutions for client’s needs.
  • Providing training & support to our clients IT teams & end users to ensure successful implementation & adoption of IT solutions.
  • Continuously researching & keeping informed about the latest cyber threats & security solutions.
  • Assessing the security risks associated with migrating to a cloud based solution, recommending data encryption protocols & access controls.
  • Educating the clients staff on cyber security best practices to prevent social engineering attacks & phishing attempts.
  • Perform other duties as assigned by the supervisor & NRC.

Project reporting

  • The IT Advisor reports to the Deputy Commissioner.

Key competencies

  • Graduate degree in information technology, software or computer engineering or other related disciplines & strong knowledge of database technologies (e.g., SQL, NoSQL) & programming languages (e.g., SQL, Python).
  • At least 4 years (with a bachelor’s degree) or 2 years (with a master’s degree) of combined & relevant experience in cyber security & database development.
  • Proven experience in database design, implementation & management.
  • Experience with data migration, backup & recovery processes.
  • Familiarity with various cyber threats & mitigation strategies & proven experience in security assessments, penetration testing & vulnerability scanning.
  • Understanding of security best practices, frameworks & compliance standards (e.g., ISO 27001, PCI DSS).
  • Familiarity with data privacy laws & best practices in data security & excellent analytical, problem solving & communication skills.
  • Relevant experience in mission or non mission contexts providing technical & operational support to member states on DDR or other related fields.
  • Fluency in English & Amharic is required.
