The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent humanitarian organization. Headquartered in Geneva, Switzerland, the ICRC is mandated to provide protection and assistance to victims of armed conflict and other situations of violence, provides humanitarian aid in emergencies and works to promote respect for international humanitarian law and its integration into national legislation. As part of the development of its activities in Haiti, the ICRC is recruiting one (1) candidate for the position below:

Legal & Humanitarian Affairs Advisor

Aim

The Legal and Humanitarian Affairs Adviser helps define, develop and implement strategies to contribute to the achievement of the delegation’s objectives in the legal and diplomatic fields. He/she contributes to promoting respect for humanitarian principles, knowledge and implementation of corresponding international law and acceptance of the ICRC by the relevant interlocutors.

Main responsibilities

  1. Advises the Delegation on legal issues under national or international law (IHL/DHR/standards on the use of force).
  2. Analyzes the political and humanitarian environment and advises the delegation on its diplomatic engagement.
  3. Oversees and guides independent research and analysis on the political and humanitarian environment, on specific legal issues and on other more general issues of the national legal system.
  4. Contributes to IHL dissemination activities organised for both specialist and general audiences, to the implementation of strategies, programmes and action plans relating to adherence to IHL treaties, and to the development of adequate legal and policy frameworks and mechanisms for the implementation of these treaties at the national level.
  5. Monitors developments in the implementation of IHL and relevant international human rights law (IHRL) standards at the national level.
  6. Participates, alone or with the Head of Delegation, in the various humanitarian coordination meetings/platforms (CT platform etc.).
  7. Supports protection objectives and activities (including detention, missing persons, etc.).
  8. Contributes, where appropriate, to the achievement of other prevention or protection objectives of the delegation.

Knowledge, experience and minimum criteria required:

  1. University degree in law and good knowledge of the national and international legal framework
  2. 2-5 years of professional experience in the diplomatic, humanitarian field, in the promotion of human rights, IHL or other relevant field
  3. Excellent command of spoken and written French; fluent Creole; basic knowledge of English
  4. Good knowledge of IT tools (word processors, Excel, etc.)
  5. Good analytical skills
  6. Availability and flexibility, ability to work under pressure, good ability to communicate regularly with superiors
  7. Ability to work in a multicultural team
  8. Ability to adapt and adapt to rapid changes while managing a large volume of work
  9. Sense of confidentiality and discretion
  10. Methodical, precise and rigorous
  11. Initiative and organizational skills
  12. Ability to interact constructively with all types of external interlocutors (representatives of authorities and civil society) and to represent the ICRC to these actors.
