PLAY International
PLAY International is a French NGO founded in 1999 on a conviction: sport is a source of solutions to meet our societal challenges. PLAY International’s main mission is to design and implement education and inclusion projects for children and young people in vulnerable situations, using sports as an educational tool. The NGO works in particular on issues such as access to and retention in school, gender equality, community reconciliation, health prevention – eating well – moving well – sleeping well – using screens well, changing the way we look at disability, etc. Since its creation, PLAY International has implemented educational and humanitarian projects in France and internationally in more than 25 countries for the benefit of nearly 1 million children. Today, the association has 6 offices in Burundi, Comoros, France, Kosovo, Rwanda and Senegal. PLAY International is a member of the SOS Group.

Recruitment context:
The position of Project Manager and Mayotte Branch is part of the launch of the Amani (peace) project, financed by AFD and implemented by the NGO PLAY in the Comoros. This 3-year project, launched in October 2024, is a citizenship and international solidarity education project in the Indian Ocean that will take place on three islands: Anjouan, Mayotte and Reunion.
Following the passage of Cyclone Shido in December, PLAY International began to adapt the actions to be launched on the Mayotte territory, with a first emergency mission planned for the second half of January. The Mayotte Project and Branch Manager will also be in charge of this response if necessary, and of the continued adaptation of the Amani project in line with the needs of the populations, and the evolution of the situation on the ground.
The position of Project and Branch Manager for Mayotte is attached to the Comoros office of PLAY International, and in particular to the Comoros Head of Mission (based in Moroni). In this capacity, the Project and Branch Manager leads the Amani project and represents PLAY on the island of Mayotte.
Although PLAY had an office in Mayotte between 2016 and 2020, this recruitment is crucial because it marks the reopening of an office on the island of Mayotte with a view to perpetuating activities on site. It has a regional dimension in the coordination of partners from Reunion (ASPBA) and Anjouan (CAP) and in coordination with the Comoros and France offices of PLAY. The Mayotte Project and Branch Manager is responsible for the deployment of the Amani program on the island and will work closely with the teams based in Moroni, in particular the Educational Coordinator and Head of Mission.
Job Objectives:
- Program management.
- Deployment strategy and donor and partner relations
- Opening and management of the Mayotte office
Objective 1. Program Management
1.1. Animation of the partner network
- Establishment of partnership agreements with structures in line with the defined strategy and the funded projects
- Guarantor of the implementation of activities established in partnership agreements
- Regularly monitor work plans, identify and remedy any delays quickly and efficiently;
- Ensure compliance with partners’ commitments to partnership agreements and the requirements of donors and lenders.
- Effectively manage partnerships between the different parties of the consortium in order to ensure harmonious collaboration;
1.2. Promotion of programs
- Creation and management of project management tools and implementation monitoring tools (plans, timetables, etc.) which are adapted and used, in conjunction with the Headquarters Program Manager;
- Hosting information meetings on programs
- Dissemination of program results
- Organization of promotional events (launch event, closing event, etc.)
- Support for the mission’s educational center during diagnostics, co-creations, training sessions, educational monitoring in Mayotte and the Indian Ocean.
- Organization of activities, including educational ones, in Mayotte
1.3. Monitoring and Evaluation of Projects
- Contribution to the development and adaptation of educational tools and assessment methods proposed during training and follow-ups, with trained practitioners, etc.
- Animation of collective field monitoring with practitioners and partners trained in Mayotte
- Processing and analysis of monitoring and evaluation reports
- Prepare activity reports
- Participation in reflection workshops to strengthen the relevance and coherence of the proposed actions
Objective 2: Deployment strategy and donor and partner relations
2.1. Development, management and animation of the network of operational and institutional partners
- Monitoring local news on the island and the region (research, reports, public policies, etc.)
- Identification of potential new partners in Mayotte (school, extra-curricular and associative sectors) to engage in the program and their constraints (by target: teachers, after-school facilitators, sports educators, etc.)
- Establishment of partnership agreements with structures in line with the defined strategy and the funded projects
2.2. Strategy
- Participate in strategic conceptualization and implementation: sector monitoring, local or national action methods, type of partnership, impact models.
- Support the Head of Mission in the financing strategy and donor relations, develop and supervise reports intended for financial partners and structure the development of project proposals submitted to donors.
- Based on the PLAY strategy, support the Head of Mission in defining the strategic orientations of the deployment of PLAY International in Mayotte and adapt them to the needs of local partners
2.3. Landlord relations
- Active monitoring of local financial opportunities in Mayotte and the Indian Ocean (decentralized, decentralized actors and private funds)
- Participation in the drafting of project proposals
- Participation in the drafting of donor reports
Objective 3: Opening and management of the Mayotte office
3.1. Logistics
- Identify and rent an office;
- Ensure office logistics, including management of office supplies and consumables, organization of travel, etc.
- Provide asset tracking and inventory management, ensuring the availability of equipment and supplies needed for the project to run smoothly.
3.2. Security
- Carry out constant monitoring of risks and the level of security in Mayotte and document information relating to local security (social and political context, external actors, economy, etc.), and communicate it to the Head of Mission
Trips to the region (notably Comoros and Reunion) are to be planned.

Required qualifications:
- Education and Experience:
- University degree in project management (Master in project management, IEP) in social sciences or equivalent experience of at least three years in setting up territorial projects.
- Professional experience in the field of project management, ideally in the humanitarian or development sector or in the sport and development sector
- Skills and know-how:
- Class B license required
- Project cycle mastery
- Knowledge of the issues and levers for action of territorial actors and communities
- Knowledge of the context of Mayotte and/or the Indian Ocean appreciated
- Knowledge of the school sector and local authorities appreciated
- Writing skills,
- Spirit of synthesis,

- Proficiency in Excel/Word/Powerpoint

Working conditions:
- Type of contract: CDDU (Fixed-Term Usage Contract)

- Remuneration: €30,000 gross per year, in accordance with the PLAY International salary scale and the Collective Agreement for training organizations
