for its regional emergency response to the Ukraine refugee crisis

About the project:

In response to the crisis, Terre des hommes (Tdh) is deploying fixed and mobile teams to transit, reception and community centres in Romania, Moldova, and Hungary to provide essential child protection services, psychological support, information and referral services to children, youth, mothers and other vulnerable people who have been displaced from Ukraine. Tdh will also build capacities of local service providers and community and volunteer groups on child protection, safeguarding, trafficking risks and similar needs to enhance service delivery and support longer-term resilience. Furthermore, Tdh will distribute kits (hygiene kits, dignity kits etc.) based on necessities to address immediate and basic needs. Tdh is also looking at reinstalling services in Ukraine as soon as the security situation permits.

About the role:

*Tdh is looking for an experienced MEAL (Monitoring Evaluation Accountability Learning) Manager to develop and oversee monitoring and evaluation activities for the regional emergency response and ensuring technical support on accountability and learning to the three (Romania, Moldova, Hungary) country teams. The position will be based in Hungary; and expected to be mobile to visit teams in Moldova and Romania in case of need for on-site support.*

Start date: as soon as possible

Contract Fixed-term full-time employment contract (national contract based on Hungarian legislation) with an end date of 31 December, 2022 with the possibility of extension depending on the evolution of the emergency and other regional and/or country-specific MEAL needs

MEAL Manager – main roles and responsibilities

1) Strategic directions on Monitoring, Evaluation and Learning system and activities

· Develops and fine-tunes the regional emergency response MEAL plan. Supervises and guides the development of country-level MEAL plans, in line with Tdh’s programmatic and Quality and Accountability policies and orientations.

· Oversees and ensures the quality implementation of Monitoring & Evaluation activities, including technical inputs to the preparation of data collection tools and work plans, databases, indicator tracking tables, quality, activity, and process monitoring tools and needs assessments. Ensure the coherence of data collection tools across countries.

· Establishes data quality insurance processes. Organizes the data flows and the summarization process of data collected at country level and integration in a wider data tracking and analysis system for the whole emergency response to serve reporting, learning, steering and accountability purposes.

· Designs and coordinates the implementation of a Real-Time Evaluation (or real time review) process in the three countries, in collaboration with emergency and other in-country team members.

· Monitors the MEAL budget for the regional response, ensuring proper allocation of resources and flagging of priorities and needs.

· Promotes a culture of learning and discussion and plans for regular learning cycles in addition to regular project reviews. Develops methods and tools for learning exercises and promotes the use of MEAL data for effective project steering.

2) System for ensuring accountability towards children and communities

· Promotes safe, meaningful, and ethical participation of children and youth in MEAL processes. Ensures that MEAL methods and tools are appropriate according to children’s capacities and circumstances.

· Ensures that all project MEAL activities respect ethical principles as well as incorporate a gender and diversity lens, conflict-sensitivity and the “do no harm” approach. Guide risks analysis from a “do no harm” perspective.

· Ensures that data protection and management practices are safe and meet GDPR requirements.

· Manages the establishment of the regional response’s accountability system, including designing the Complaints, Feedback and Response Mechanism adopting existing Tdh guidance.

3) Coordination, capacity-development, and representation

· Guides and advises MEAL officers in the three countries. Establishes team dynamic for good coordination, learning and peer support.

· Participates in coordination meetings with other Tdh MEAL and Quality and Accountability staff in the country and the region to ensure coherence of approaches and learning from each other.

· Attends coordination meetings focused or relevant for MEAL processes in interagency levels (e.g. Accountability to Affected People working group and others if/when any) to ensure sectoral harmonization, exchange, learning and sharing of best practices.

Technical Requirements:

• Immediate availability **
• Significant experience in monitoring and evaluation (essential), preferably in a humanitarian context (an asset) and multi-country or consortium projects (an asset)**
• Demonstrated expertise in planning, designing, and implementing quantitative and qualitative data collection tools, methods and analysis processes for both output and outcome level monitoring (essential), preferably in the field of child protection (an asset)**
• Experience in conducting and managing evaluations as well as participatory learning and capitalization processes (essential)**
• Experience in setting up and overseeing the effective functioning of a complaints, feedback, and response mechanism (an asset)**
• Sound knowledge of project cycle management, and its tools, and best practices (essential)**
• Sensitivity and knowledge of mainstreaming gender and diversity, ethics and do no harm across all MEAL processes (essential).**
• Full proficiency in English (essential)**
• Working knowledge of Ukrainian and Russian (a significant asset), while knowledge of the local languages (Hungarian, Romanian/Moldovan) is also an asset**
• Sound IT skills including core MsOffice applications (Word, Excel, PowerPoint, Forms, Teams etc.). – Excel including for data analysis and visualization (essential)**
• Familiarity and experience with Mobile Data Collection and online survey platforms (e.g. Kobo, SurveyCTO, CommCare, SurveyMonkey, Google Forms, etc.), quantitative (SPSS, STATA, R) and qualitative analysis (NVivo, MaxQDA etc.) softwares as well as data visualization applications (PowerApps, Tableu etc.) (a significant asset)**
