Background

Neglected Tropical Diseases (NTDs) are treatable and preventable diseases that affect over 1.7 billion people across the world, particularly in tropical and subtropical countries. These diseases are diverse, but all of them have a devastating impact on impoverished communities. They disproportionally affect children, women, and people with disability. These diseases are known as ‘neglected’ because the people who are affected by these diseases lack a strong political voice and have a low status in public health priorities. In Cameroon, Helen Keller International is a long-lasting partner of the Ministry of Public Health (MOH) in the fight against NTDs. The Organization is currently the country implementing partner of the USAID’s Act to End Neglected Tropical Diseases (NTDs)|West Program (Act|West Program). This grant which is received through FHI360 is aiming at supporting NTDs endemic countries with the goal of eliminating and/or controlling these diseases, through proven and cost-effective public health interventions. Act|West interventions are focusing on onchocerciasis, trachoma and lymphatic filariasis, and the Program covers the 10 regions of the country. Each of the regions is receiving technical support either from Helen Keller International or from one of its sub-grantees (through their respective Program Officers). Regions are regularly carrying out Mass Drug Administration (MDA) campaigns and at times disease-specific assessments (DSA) which generate data that should be collected, analysed and stored to ease the decision-making.

Helen Keller International Cameroon is seeking a suitable candidate for the position of Monitoring & Evaluation Assistant who will perform the following tasks:**

Place of work: Yaoundé, Centre region, with frequent travels to the other regions of Cameroon

Reports to: Monitoring & Evaluation Officer

Type of contract: Fixed-term contract

Duration: One-year renewable

Responsibilities

The Monitoring & Evaluation (M&E) Assistant will be reporting to the M&E Officer. Her/His role is to strengthen the data management system of the Neglected Tropical Diseases (NTDs) Program. Her/His technical support will be provided in the development phase of the tools/processes as well as in the operational phase of the implementation of NTDs control activities.

Main duties:**

S/he will assist the M&E Officer in the following activities:

· Development of data collection tools for NTDs program activities, including survey questionnaires, data entry templates, and protocols for their use;

· Improvement of data collection, analysis and storage;

· Writing survey reports;

· Training/Refresher training of local stakeholders on MDA data analysis;

· Monitoring of data feedback from NTDs program activities at the end of mass drug administration (MDA) campaigns or during various surveys;

· Updating of NTDs Excel workbooks recording key activities and results including surveys and mass drug administration campaigns

· Monitoring of NTDs program activities and formative supervision of field personnel;

· Contribution to preparing monthly and semi-annual program reports.

S/he will also carry out other duties within the monitoring and evaluation function as assigned.

Minimum requirements and skills

· Cameroonian national.

· University degree in Public Health, Geomatics, Statistics or Epidemiology (qualification or experience in NTDs, especially onchocerciasis, trachoma and lymphatic filariasis).

· At least 3 years of relevant professional experience in project data management.

· Having a good knowledge of the Cameroonian health system would be an asset.

· Proficiency in statistical analysis software and tools (SPSS, Epi info, R, ENA)

· Experience with electronic data capture setup and use (e.g. ODK, ONA, KoboTools, Magpie).

· The Mastery of Geographic Information Systems (GIS) design and implementation tools: Quantum GIS, MapInfo, GPS would be an asset.

· Mastery of Microsoft Office (Word, Excel, PowerPoint) with a focus on the use of Microsoft Excel. The mastery of the advanced level: pivot tables, automation of calculations, functions, matrix calculations, hypothesis tables, macros would be an asset.

· Knowledge of database design tools and methods would be an asset.

· Good English or French written and oral expression.

· Good adaptability.

· Sense of confidentiality.

· Ability to work under pressure.

· Good interpersonal skills.
