MONITORING & EVALUATION DIRECTOR, BENIN At CARE USA

CARE seeks a Monitoring & Evaluation (M&E) Director for the anticipated USAID-funded Health Facility Services Improvement Activity in Benin. The purpose of this activity is to support the Government of Benin to ensure that health services in select public and private facilities are sustainably improved and effectively utilized to reduce child, neonatal, and maternal mortality. The activity will support the scale-up of evidenced-based high impact interventions, and target appropriate populations, with a specific emphasis on women (including pregnant women), adolescents, and children under five years of age.

The M&E Director will be responsible for directing and overseeing the M&E systems of the project. They will design the M&E framework, manage information flows, and report to the COP. The Director will supervise M&E reporting functions to systematically generate, share, synthesize and apply data for learning and adaptive management.

This activity is expected to be a five-year program in the $10-$24M range.

Specific duties and responsibilities:

·Develop overall framework for project M&E systems including requirements, reporting, baseline, and evaluation surveys. Develop and monitor the project monitoring plan to systematically document project performance for project technical leads and leadership team.

·Ensure alignment of M&E and Learning activities with program goals and annual work plans, contributing to the development of both.

·Conduct field visits for data validation, to monitor the quality and completeness of data sets. Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data. Capture and document lessons learned, and champion the scaling up best practices.

·Ensure timely and accurate submission of project activities to donors, including progress against targets set in the award agreement and annual work plan, quarterly, and annual reports.

·Provide technical leadership and support to project and partner staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting.

·Recruit, supervise, mentor, and build the capacity of project M&E staff.

·Support the Chief of Party in coordinating the mid-term and final project evaluations.

·Design and implement community feedback mechanisms and training.

·Develop and lead knowledge management, facilitate communities of practice and social networking, as well as facilitate organizational learning.

·Build and maintain partnerships and productive working relationships with a wide variety of stakeholders.

Qualifications:

·Advanced degree (MA or PhD) in economics, statistics, demography, public health or related field.

·Seven plus (7+) years of progressively responsible, direct experience in MNCH/FP project monitoring, evaluation, research, learning and adaptation in a developing country setting.

·Previous experience managing M&E on USG-funded programs of a similar size and scope.

·Knowledge of ICT for M&E and data visualization skills.

·Demonstrated track record in managing change; and understanding of organizational culture, learning, and change management.

·Proven leadership experience in organizational and peer-to-peer learning, capacity strengthening, and collaborative learning and adaptation. Familiarity with Participatory Learning and Action and other qualitative and quantitative research approaches.

·Familiarity with USAID Collaborating Learning and Adapting (CLA) approaches, policies and guidelines.

·Ability to successfully recruit, train, develop, and manage staff.

·Excellent presentation skills. Ability to translate complex ideas into easily accessible and understandable concepts and/or messages for diverse, non-technical audiences.

·Experience leading Developmental Evaluation (DE) approaches.

·Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming.

·Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).

· Effective written and communication skills in English and French with fluency.
