PROGRAM OVERVIEW:

Established in 1977, GOAL is an international humanitarian and development agency committed to working with communities to achieve sustainable and innovative early crisis response and durable solutions to poverty and vulnerability. GOAL has worked in more than 60 countries and has responded to almost all major humanitarian disasters. We are currently operating in 13 countries worldwide.

GOAL began operations in Latin America and the Caribbean in 1998, when the organization responded to the devastation caused by Hurricane Mitch, which left more than 10,000 dead or missing, displaced hundreds of thousands, and set back economic development in the subregion for decades. Over the subsequent years, GOAL implemented a large emergency rescue and recovery program focused primarily on Honduras, which was the country most affected by the disaster. Following this relief effort, GOAL established a regional base in Tegucigalpa, Honduras, from where it began developing a broader program in the LAC (Latin America and the Caribbean) region to respond to the humanitarian needs of this disaster-prone region and to address the main cause of vulnerability and poverty related to high levels of social exclusion and inequality.

GOAL currently employs nearly 200 people in the LAC region and has operations in Honduras, Haiti, Guatemala, and El Salvador.

For GOAL, saving lives and creating the conditions so that people affected by humanitarian crises and disasters can live with dignity is one of its priority strategic lines. For this reason, GOAL’s programmatic strategy sets out how we will strengthen our contribution to achieving a world where poverty and hunger no longer exist, where communities are resilient and prepared for crises and where structural and cultural barriers to development are removed. well-being, from a systemic and comprehensive approach.

In response to increasing levels of food insecurity in the Northern Region (Atlántida, Yoro, Colon and Gracias a Dios) of Honduras, GOAL, Water Mission and the Foundation for Participatory Research with Farmers of Honduras (FIPAH) will implement an integrated multi-sector intervention to improve livelihoods and improve food security.

GOAL and FIPAH will strengthen the resilience capacities of target families by promoting the adoption of climate-smart and preparedness practices in livelihood activities. With the support provided by this activity, families will improve their food security, increase overall productivity, and gain knowledge and skills to better recover in the event of future crises or stresses.

Position Objective

Develop actions in the evaluation, monitoring, accountability and learning components within the framework of the projects that GOAL is implementing and/or new ones that are executed in Honduras together with its strategic implementing partners.

Specific objectives:

  • Ensure the follow-up, monitoring and evaluation of the institutional strategic planning and of the implementing partners participating in the project.
  • Design, execution and monitoring of project monitoring plans.
  • Design and development of project evaluation processes (baseline, intermediate and final), applying methodologies, tools and techniques of applied research for the collection of quantitative and qualitative information in urban and rural contexts, as well as with indigenous populations.
  • Routine monitoring that includes visits and field monitoring of technical assistance processes, deliveries and is not limited to: equipment, tools and agricultural inputs and others, at the institutional level and the implementing partners.
  • Design and apply evaluation and/or monitoring forms (post-distribution monitoring, exit surveys, etc.) for digital data collection.
  • Support in the preparation of proposals and project planning.
  • Documentation of lessons learned, case studies, etc.
  • Management of databases, as well as corresponding means of verification.
  • Promotion and monitoring of the implementation of the community feedback system or other accountability spaces.
  • Generating reports.
  • Field supervision of input deliveries by implementing partners, including joint review and construction of minutes.
  • Participation in follow-up meetings with implementing partners to follow up on MEAL department issues.
  • Visits to Gracias a Dios to provide follow-up and support to the field team in Honduran Moskitia.

MINIMUM REQUIRED PROFILE

Professional Studies:

  • Professional in the areas of social degrees, engineering preferably in the area of ​​agronomy, project management or careers related to project monitoring and evaluation.

Professional experience:

  • Minimum 3 years experience monitoring and evaluating projects applying social research methodologies and information collection through qualitative and quantitative techniques (interviews, surveys, focus groups, among others.)
  • Experience in monitoring and tracking BHA-funded projects.
  • Experience in monitoring and tracking projects related to livelihoods, food security and/or agriculture.

Knowledge

  • Mastery of Microsoft Office computer packages, especially Microsoft Excel, experience in using the statistical program SPSS, Power BI or others for the analysis of quantitative data.
  • Knowledge in the design and use of applications for digital data collection, e.g.: CommCare (preferable), KOBO or others.
  • Experience in generating reports and preparing case studies, success stories.
  • Experience in building monitoring, evaluation, learning and accountability systems.
  • Experience in implementing actions for continuous improvement and/or readjustments of activities to meet indicators.
  • Ability to facilitate meetings, advise work groups, transfer of methodologies.
  • Knowledge of training techniques and/or non-formal training at the community level.
  • Intermediate level English language skills.
  • Experience working in fragile, complex and/or emergency contexts.

  • Availability to travel to different municipalities in the country, including the Honduran Moskitia.
  • To know how to swim
  • Availability to travel by small plane and water vehicles such as boat, raga, pipante among others.
  • Driving a 4×4 vehicle, mechanic, valid light driver’s license.
  • Availability to work 80% in the field and 20% in the office.
  • Immediate availability.

COORDINATION

The MEAL officer must coordinate and report to the GOAL MEAL Unit management in coordination with the Food Security management. Likewise, it will maintain close coordination with the technical staff that implements the humanitarian aid project for food security in Honduras and also close coordination with the staff of the strategic implementing partners of the project, called: MEAL counterparts, Field Technicians, Partner Management .

RESOURCES

  1. To carry out the activities, the officer will receive logistical support (computer, telephone, among others) and transportation to the intervention sites.
  2. The officer will have a physical space available to work in the GOAL office in SPS for his or her stay in said institution.
  3. GOAL will provide biosafety equipment if necessary to carry out the project activities.
  4. GOAL will cover transport costs or will provide a vehicle, boat, boat or kite for its field movement.
  5. Visibility, life jacket.
