The Orgnization

Plan International in Jordan contracted by Novo Nordisk Foundation to implement a 5 Years project (2022-2026) called “Najahona” Youth Empowerment Programme. The action will aim to complement JRP’s top priority, which is to strengthen systems to protect the dignity and welfare of Syrian refugees and vulnerable Jordanians impacted by the Syrian crisis. By doing this, the project will support Jordan’s enduring commitment to continue to build an integrated multi-year framework to respond to the Syrian crisis in a transparent, collaborative, and sustainable manner in line with the Global Compact on Refugees framework.

role PURPOSE

Plan International Jordan is seeking an experienced Program Manager with demonstrated knowledge and experience in managing Social Entrepreneurship, community led economic projects and livelihood projects for vulnerable young people, Education and safe environment . The Program Manager is expected to provide leadership and integral management to his/her program team And relevant colleagues

The Consortium

The Najahona consortium is composed of five organizations, Plan International (Consortium Lead), The Norwegian Refugee Council (NRC), The Royal Health Awareness Society (RHAS), Overseas Development Institute (ODI) and The Confederation of Danish Industries (DI). The consortium partners bring an exceptional combination of experience, capacity and presence built on many years working with refugees and conflict-affected youth in ensuring access to Education, Youth Economic Empowerment, Health/Protection mainstreaming, gender and gender transformative approaches in various countries around the world and in Jordan, including the targeted governorates and the refugee camps. The consortium partners and local partners provide complementary reach to strengthen each other’s existing programming; while ODI and local partner Information & Research Center King Hussein Foundation (IRCKHF) are the Monitoring, Evaluation and Learning (MEL) and research partners, ensuring our evidence-based programming, learning and research are integrated in all of our work.

The program will seek to empower Jordanian youth , Syrian refugees and other conflict affected youth, especially adolescent girls and young women, with skills and capacities to pursue sustainable livelihood opportunities and challenge and break down gender, social, economic and refugee barriers as active social and economic members of civil society.

Dimensions of the Role

Najahona Program Manager will be based in Amman with frequent travel to project locations inside Jordan; He/ She will lead and oversee project implementation, assure the quality of programming and ensure adequate coordination of the Plan implementation team as well as overall coordination and planning with all project’s stakeholders.

Accountabilities

Coordination and Communication:

  • Leads overall coordination, involving all program’s team to ensure adequate implementation of the project;
  • Works in close collaboration with the Program Management Unit and provide the required support, reports and updates to ensure of high level of coordination with the PMU and other partners.
  • Coordinates with other Plan International sectors to ensure implementation of standardized and quality activities.
  • Supports the programs ’s partners in managing the program activities , coordination and taking the decisions and representing the consortium where required .
  • Works in close collaboration and consultation with available government structures, non-government actors, cluster system and community representatives.
  • Coordinate with other departments (program and support) as necessary.
  • Represents Plan, and the other members of the consortium (if needed), in platforms and meetings held at community and national level.
  • Develops a network to facilitate the project acceptance and stake holder’s contribution and ownership
  • Prepare and Provides compiled reports ( for all project components ) to the consortium Lead and national office, including relevant context update and amylases
  • Maintain positive and productive relationships with partners and support to complete their responsibilities in compliance with donor rules and regulations
  • Work closely with other departments to elaborate and harmonize tools, SOP, guidelines and conceptual frameworks to guide the implementation
  • Undertake all other duties that may be determined by the line manager and that are compatible with the job.

Project Implementation:

  • Develop, implement, oversees and monitors the Najahona project, in accordance with the objectives, activities and targets outlined within the proposal and in line with project’s budget.
  • Manage budget and monitor expenses for the project.
  • Forecasts and follows up on expenditures related to the project and participates in budget revision exercises.
  • Field monitoring visits to Plan’s and partners’ activities.
  • Submit periodic internal project activity updates (activity and budget follow up) to PMU .
  • Identifies logistic and admin support needs related to the project and communicates these to the relevant log/admin support person.
  • Lead the work planning process with program team and coordinate between all three component lead to ensure complementary activities and sequencing among activities and between components .
  • Frequently revise the work plan ensuring proper sequencing of activities and timelines match donor and other project commitments.
  • Develop and manage an indicator tracking tool for the project in coordination with MERL focal point .
  • coordinating with the technical specalists for all components , ensuring that the activities are synergized, organized and managed optimally while at the same time operated in compliance with donor requirements and relevant guidelines

Technical capacity building

  • In collaboration with the component Specialists , the implementation team and partners teams in Jordan, participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.
  • Ensure quality technical inputs into the design and delivery of the program activities including field implementation.
  • Support the technical program tem to identify the gaps, required materials and the following up on the quality of implementation in the field .

Child protection, gender equality and inclusion

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan

Key relationships

  • This position will be report directly to the plan Jordan Country Director
  • He/ she will work closely with the Head of consortium & consortium partners and will follow up with the focal points for each partner.
  • The Programme Manager will coordinate and work with different departments inside plan Jordan to make sure the project is implementing according to the plan and Donor’s regulations and procedures.
  • High level of involvement and working with partners, government entities and stakeholders inside and outside Jordan.

Technical expertise, skills and knowledge

  • Minimum 7 years of progressively responsible professional experience in project management in sectors of youth livelihood, or youth economic empowerment.
  • University degree the field of Social Work, Business, Social Sciences or another related field.
  • Knowledge of business and income generating activities in the context of Jordan with clear understanding of related legal and policies frameworks.
  • Previous experience in team leading and implementing through partners’ projects.
  • Experience in livelihoods development in humanitarian or refugee settings, community-based , youth empowerment and community participation required.
  • Experience in budget management –2 million and above.
  • Experience of working with partners and within a consortium
  • Experience in working with donors including: EU, MADAD, ECHO, private donors .
  • Ability to communicate and maintain appropriate and productive relations with a range of actors, including children, parents, local and national authorities.
  • Flexible work attitude and ability to work independently within a small team.
  • Excellent knowledge of Arabic and English.
