National Programme Officer (Registration Database Management) At International Organization for Migration

Context:

There are 8.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 3.8 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods.

In Somalia, climate change acts as a threat multiplier by exacerbating competition between clans over grazing land and water resources, inducing displacement and the recruitment of youth by armed actors, marginalizing minority groups, and empowering the extremist organization, al-Shabaab, which exploits inter-clan grievances to capitalize on climate-induced crises. Somalia is currently experiencing an extreme drought due to the impact of five consecutive failed rainy seasons, a climatic event not seen in at least 40 years.

The IOM Somalia mission is implementing frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) programme, which encompasses mobility tracking, flow monitoring, and surveys components that aim at supporting evidence-based programming. As co-chair of the Information Management and Assessments Working Group (IMAWG), and key member of Internally Displaced Peoples Working Group (IDPWG), the DTM programme is enabling humanitarian actors plan and respond to needs in Somalia and across the region.

As part of its beneficiary registration activities, various units in the Emergency and Post Crisis (EPC) pillar, including S/NFI, WASH, CCCM are rolling out DTM’s in-house Biometric registration system (BRaVE). This system will be coordinated by DTM Somalia and the DTM Regional Office in Nairobi. DTM requires an additional staff member to manage the data governance of the registration system and ensure data protection standards are in place.

Under the overall supervision of the Senior Programme Coordinator (Emergency and Post Crisis), and the direct supervision of the Programme Manager (DTM), and in close liaison with the registration focal points of the programme units and Global IDP Registration team, the incumbent is responsible for the data management and administration of all related workflows and administration of Biometric Registration and Verification System (BRaVe). In particular, he/she will:

Core Functions / Responsibilities:

  • Be the technical focal person in managing the biometric registration data throughout the data management cycle, including during collection, processing, storage, use and transfer, and deletion of the data in line with the IOM internal standards and best practices.
  • Ensure the implementation of user access management protocols through the BRaVe system.
  • Ensure that proactive measures are in place to have accurate, up-to-date, complete, unique (duplicate free) registration data available for the users in the correct data format on time.
  • Coordinate with the registration focal points in the programme units on the data requirements and customize the data collection tools to meet the needs and maintain the integrity of the data fields across the various registration activities conducted for different programmes.
  • Coordinate with the programme teams and provide technical inputs on the operational registration and verification plans to ensure the system configurations are updated to meet the requirements and available for further data processing.
  • Ensure the timely consolidation of the data from the field, execution of the biometric deduplication to identify the possibly duplicated records and clean such duplicates through the adjudication process before the data is ready for use by the programmes and partners.
  • Process the data requests from the internal departments and external partners after ensuring the requests and, follow the IOM data-sharing protocols.
  • Ensure the data quality at both sending and receiving ends during the reciprocal data exchange between the partners by implementing correct management practices and following data interoperability protocols.
  • Analyze the data regularly to ensure accuracy, completeness, and uniqueness and provide feedback that feeds to improve the data collection processes and operational arrangements.
  • Be the focal point for managing the BRaVe support in coordination with ICT, the senior enumerators, and team leaders to ensure the technical issues are investigated and resolved promptly.
  • Coordinate with the Camp Cordination and Camp Management (CCCM) focal person and the programme teams, investigate the issues reported at the help desk and resolve them promptly.
  • Train data entry clerks on the use of the biometric registration software including preparation of the training materials in coordination with BRaVe support team.
  • Produce customized reports as per the requirements of the programmes.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Information Management, Computer Science, Media or Social Sciences or other related fields from an accredited academic institution with two years of relevant professional experience; or
  • Bachelor’s degree in the above-mentioned fields with four years of relevant professional experience.

Experience

  • Experience in Information Management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products.
  • Experience working with international organizations and humanitarian/assessment operations.
  • Experience in DTM and/or BRaVE is an advantage.
  • Experience in managing biometric registration systems and experience in handling relevant issues such as migration, displacement, and humanitarian assistance.
  • Experience with handling confidential data is essential.

Skills

  • In-depth knowledge of the latest technological developments in information technology and information system.
  • Demonstrated ability for leadership in the context of partnership building and consensual decision-making.
  • Proven skills in analysis of statistical information & database management
  • Ability to formulate database-related technical requirements and Operating Procedures.
  • Ability to compile and holistically analyse diverse datasets.
  • Demonstrated understanding of different data collection methodologies.
  • Knowledge and understanding of relational data theory.
  • Demonstrated team-building skills and Knowledge of the region is an advantage.

Languages

  • Fluency in English and Swahiliis required. Working knowledge of Somali and Arabic will be advantageous.
