COOPI is looking for a Logistics Coordinator at NIGER

COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry. COOPI currently works in the Diffa region in the protection, mental health, and emergency education, in Niamey and Agadez in mixed migration with the management of crossing boxes and psychosocial support for refugees and migrants, in the Tillabéry and Tahoua regions with interventions in the field of nutrition / health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation ( AICS ), USAID / BHA, SRF and United Nations agencies ( UNHCR, UNICEF, IOM ).

Objective of the position

At the mission level, the Logistics Coordinator with his dedicated team is in charge of all logistics and security activities in the capital and plays a role of advisory support and control with project managers and assistants-logistics in the provinces to ensure that COOPI procedures and rules in procurement, archiving of logistics files, management of equipment and storage of goods, ( security, health, fraud ) are known, understood and respected. Capacity building is an essential dimension of the position.

Responsibilities

Logistics coordination :

  • Coordinate the logistics function both at the country coordination level and in all operational bases ;
  • Ensure the correct logistics operation in qualitative and quantitative terms at different levels and in compliance with COOPI procedures ;
  • Collaborate in the drafting of purchasing plans ;
  • Ensure the use of software for COOPI logistics ;
  • Ensure the use of software for the management of pharmacies.

Purchases :

  • Ensure the correct application of procedures COOPI and donors – relating to the purchase of goods and services ;
  • Monitor supplier performance in compliance with COOPI standards ;
  • Ensure that the selection process for suppliers of goods and services and the assignment of contracts relating to ( tenders ) take place in a transparent and consistent manner, in close contact with the internal audit office and the SME office ;
  • Manage framework contracts with suppliers ;
  • Guarantee correct management and archiving of documents, ensuring that it is distributed to the logistics team.

Fleet of vehicles and generators:

  • Ensure the administrative and operational management the fleet of vehicles, generators ;
  • Ensure compliance with the procedures relating to the use of vehicles as well as the rules of the country of intervention ;
  • Contribute to ensuring good programming of vehicle use ;;
  • Ensure that vehicle handling and repair are carried out and that monitoring reports and periodic checks are carried out correctly.

Durable goods management :

  • Ensure that durable goods are codified and inventoried in accordance with COOPI procedures and the various donors, by providing for their identification and allocation to COOPI or to a specific project ;
  • Monitor durable goods through the implementation of tools provided by the COOPI logistics manual ;
  • Perform regular updates to project inventories and coordination ;
  • Administratively manage the phases of “surrender” ( donation to beneficiaries ), transfer or decommissioning of the property.

Inventory management:

  • Ensure the warehouse compliance storage present in the mission to COOPI procedures and country regulations ;
  • Monitor storage warehouses and use reporting tools ;
  • Monitor the correct use and conservation of property ;
  • Inform the staff concerning the operating procedures to be used and supervise the movement of goods between storage warehouses and bases in the operating field.

ICTs management and maintenance :

  • Guarantee the management of the installation, maintenance and monitoring of computer equipment, communication and satellite ;
  • Provide adequate training and support to staff regarding the procedures for using the above equipment.

Staff management and administration :

  • Coordinate, supervise and evaluate the work of the logistics staff and report specific formative needs .

Logistics reports and documentation:

  • Ensure compliance of reports related to the logistics sector with COOPI procedures and country regulations ( management of vehicles and goods, supplies, purchases, warehouses, staff reports, etc. ).

Institutional relations:

  • On delegation from the Head of Mission, represent the organization to logistics clusters and security coordination.

Applicant profile

Essential

  • Diploma of license in economics and management, logistics or in a domain ;
  • Au minimum 5 years of experience in economics and logistics management within an NGO within the framework of development projects or emergency response ;
  • Field logistics experience in development cooperation / humanitarian aid minimum 2 years, preferably in African countries ;
  • Knowledge of the principles of procurement ;
  • Speed of learning procedures ;
  • Meaning of organization and teamwork, flexibility ;
  • Ability to work under pressure, in autonomy and in an often uncomfortable environment ;
  • Mastery of Current Software ( Word, Excel, Power Point ) ;
  • Master of the French language, written and spoken, and good knowledge of the English language ;
  • Excellent relational and communication skills ;
  • Ability to work in a team and in a multicultural environment ;
  • Good editorial skills.

Desirable

  • Work experiences in African countries French speakers ;
  • Previous experience with COOPI and knowledge of its procedures.
