International Rescue Committee (IRC) is a non-political, non-profit, non-religious humanitarian organization providing assistance to refugees worldwide. Since the early 1980s, Niger has consistently ranked at the bottom of the UN Human Development Index. Over half the population suffers from chronic food insecurity, and one person in ten is extremely food insecure. Niger is also a disaster-prone country, regularly hit by food crises and vulnerable to floods, cholera, and locusts. Access to healthcare and education for women and girls is minimal. In addition to the vulnerability of many Nigeriens, Niger hosts refugees from Mali and Nigeria.

IRC’s vision for Niger is for individuals, households, and communities to be resilient, self-reliant, and prosper in a changing context. IRC Niger is present in the regions of Tillabery, Agadez, and Diffa with projects in the following areas: Environmental Health (EH) and Shelter and Non-Food Assets (SNFA), including the Rapid Response Mechanism (RRM), Protection (SGBV and Child Protection), Education, Nutrition, Health, and Livelihoods.

Job Overview

The IRC defines Supply Chain as the systems and functions required for effective program implementation. It includes planning, procurement, logistics, inventory management, real estate and asset management, as well as vehicle and fleet management. The Supply Chain Coordinator is responsible for recruiting, supervising and managing the entire Supply Chain team.

The Supply Chain Coordinator will be based in Niamey with frequent visits to all bases.

Main responsibilities

Supply Chain Management

• The Supply Chain Coordinator ensures the timely procurement of adequate goods and services at competitive prices, in compliance with global supply chain and Donor regulations.

• He/she must prioritize strategic sourcing through the implementation of MPA/MSA (framework contract) or operational sourcing through daily purchases to obtain the best quality/price ratio with suppliers selected in full transparency.

Inventory management

• Is responsible for the management and control of all inventory operations and warehouse operating procedures in accordance with SOPs. This includes the management of pharmaceutical products in collaboration with the program.

• Ensures that the 20% cyclical inventory is carried out every quarter.

Asset management

• Ensures the procurement, maintenance, safekeeping, registration, and decommissioning of all country program assets and equipment.

• Manages the administrative, financial, and operational aspects of assets, real estate and valuables, in compliance with IRC and Donor regulations.

Fleet management

• Supervises and coordinates all IRC vehicle and transport fleet activities in the country.

• Ensures that fleet operations are carried out in accordance with IRC vehicle policies and procedures, including vehicle movements. The same applies to generators.

Compliance and ethics

• Identifies and analyzes risks of non-compliance in supply chain processes.

• Implements robust controls and identifies supply chain red flags.

• Ensures implementation of corrective action plans following internal and external audits.

• Ensures that all supply chain activities are conducted in an ethical manner.

Learning and development

• Oversees all learning and development initiatives for supply chain personnel.

• Assesses training needs and develops corresponding development plans.

Budget development and funding proposals

• Participates in the development of budgets and financing proposals, reviewing pricing structures, including associated services and staffing requirements.

• Participates in project launch and close-out meetings with all necessary documentation.

Data Analysis and Reporting

• Effectively uses Supply Chain tools such as Microsoft Dynamic, Power PI, or similar tools including vehicle fleet management and pharmaceutical products to better analyze the progress of activities and communicate the result to all necessary partners.

• Submits monthly quality reports, Donor reports, and end-of-project reports on time.

Job requirements:

• Bachelor’s degree or equivalent university diploma in Supply Chain, Procurement, Business Administration, or a relevant related field.

• 6 to 8 years’ professional experience in Supply Chain operations with 3 years in a similar position.

• Strong IT knowledge including specific supply chain software such as Microsoft Dynamics and Power PI.

• Proven track record as a Supply Chain leader in all Supply Chain disciplines, including Planning and Procurement.

• Convincing collaborator and influencer, with effective interpersonal and analytical skills, able to work seamlessly across countries, cultures, and organizational units.

• Extensive knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, fleet management, inventory management, real estate and assets.

• Strong financial management and budgeting skills.

• Excellent training and coaching skills.

• Able to work effectively in a highly matrixed structure.

• Excellent organizational skills.

• Ability to identify problems and solutions.

• Ability to work under pressure and meet deadlines.

• Good knowledge of English.
