Operational Human Resources Partner – Polyvalent At Médecins Sans Frontières en Suisse

Context & Mission

Médecins sans Frontières (MSF) is an independent humanitarian organization providing medical aid to victims of man-made or natural disasters, epidemics and endemics. Its Operational Centre in Geneva is responsible for medical assistance programmes in 24 countries.

At the heart of the Operations Department of the Operational Center of Geneva (OCG), the “cells” are multidisciplinary teams of 7 to 8 experts (Program Manager, Deputy Program Manager, Polyvalent Medical Referent, Operational HR Partner (HROP), Operational Logistics Manager, Operational Finance Manager, Operational Communication Manager, Cell Assistant). The cells supervise and coordinate MSF’s activities in several countries and are the direct interface between the headquarters and the field. Each member oversees a specific field of activity under the supervision (functional link) of a Program Manager and with a hierarchical link to the coordinator of the relevant department. The HROP centralizes and acts as a referent for mission’s HR and administrative issues in front of the various HR units at HQ and other members of the cell, mission’s Human Resources Coordinator (HRCo) or Head of Mission (HoM) and other MSF operational centers (OCs).

Main Responsibilities

While not being affected to a cell, the polyvalent HROP mainly replaces the HROP role in the different cells to cover leaves and field visit, or on ad-hoc request to support increase of operational volumes (in case of emergencies for example).

In addition to the support to the cells, the HROP polyvalent will play a key role in the HROP unit by:

  • Providing specific data related to the HROP challenges (ad hoc request of other filière, typology, preparation of POA and MYR to support the HROP, dashboards, the follow up of the PM/2M ambitions of the HR filière, preparation of the tour du monde with the cell assistant and the maintenance of corresponding documents) and ensuring HROP key documents are translated and safeguarded in Kompas to be made accessible to the HROP and the missions (knowledge management).
  • Supporting the internationally mobile staff matching process from the operational side by compiling the demand coming from the missions and sharing it with the pool managers, ensuring fluidity in the process and proposing adaptations, working on the process improvement via the modification of the HR updates, supervising the compilation of the HR restrictions for internationally mobile staff.
  • Taking part in follow up of the “HR filière”, mainly by continuing the work on the HRCo onboarding and the HR onboarding in general with the LnD partners to improve the processes in place and participating in the implementation of an “field HR community of practice”.
  • The HROP polyvalent will also be the HR focal point for the training content development in the HR filière, in line with the field HR competencies learning and development strategy. She/he may be requested to work on specific learning modules and to deploy learning solutions.
