JOB PURPOSE

Facilitate the work of senior staff to effectively position WFP with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP, while supporting member states in the achievement of the SDGs and Zero Hunger and emphasizing WFP’s contributions in this regard. To provide support to policy and programme activities that effectively meet food assistance needs through South-South and triangular cooperation initiatives. KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead the implementation of the work plan for an assigned area by overseeing and delivering activities that identify, develop and maintain government partnerships and maximise funding. 2. Manage a portfolio of partnerships, soliciting contributions, providing donor stewardship, forecasting, negotiating changes and assessing results, to maximise resources raised. 3. Provide advice to technical units, regional bureaux and/or country offices as required in order to assist them to effectively manage and mobilise donor resources. 4. Provide advice and briefs on resourcing issues to Country/Regional/Division Directors, participate in the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process (e-PRP) and act as a resourcing focal point to ensure issues are addressed. 5. Conduct negotiations for contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes for WFP, such as more flexibility and predictability. 6. Manage junior officers/staff to ensure appropriate development and enable high performance. 7. Coordinate and prepare accurate reporting on donors and resourcing status of programmes, identifying trends and issues, and proposing solutions, to enable informed decision-making and action planning by senior stakeholders. 8. Analyse data and propose well-researched ideas to senior government partnerships officers for new strategies to maintain and increase funding from new and traditional donors. 9. Educate new and potential donors on the strategy, design, relevance and impact of programmes, to advocate for the work of WFP. 10. Represent WFP at international meetings at appropriate levels in such a way that advances the government partnerships strategy and objectives, and builds support for WFP activities. 11. Prepare briefing documents for senior level management meetings with donors. 12. Build and maintain effective relationships with representatives of government donors through appropriate channels, and participate in regular donor meetings. 13. Coordinate work with other Government Partnership Officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met. 14. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of risks. 15. Other as required.

SPECIFIC JOB REQUIREMENTS

  1. Define the strategic vision and lead the workplan on WFP’s engagement with selected non-presence countries in LAC, ensuring alignment with WFP’s SSTC strategy and other engagement opportunities.
  2. Develop and strengthen quality partnerships with non-presence country government officials and key stakeholders, in support of WFP strategic objectives.
  3. Oversee the implementation of and provide guidance to the SSTC work plan, working hand in hand with concerned team members
  4. Proactively support a wide range of aspects of the non-presence countries and SSTC partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to support the development of strategic partnerships with key counterparts.
  5. Lead and contribute to the preparation of non-presence countries and SSTC partnership proposals, strategic agreements, joint strategies and/or MOU; Ensure quality control of content by engaging with relevant functional units and COs.
  6. Secure and facilitate corporate dialogue with government partners and other key stakeholders through the facilitation and preparation of meetings, quality briefing materials etc;

STANDARD MINIMUM QUALIFICATIONS

Education: Graduate or advanced university degree and training/courses in one or more of the following disciplines: International Relations, International Development, Political or Social Sciences, Economics, Public Administration, Business Administration or other relevant field.

Experience: At least 5 years of professional experience in relevant fields.

  • Experience working in/or developing relationships and managing strategic partnerships with governments and development partners.
  • Experience in strategy development, policy work, and/or development.
  • Experience in the development of effective partnership arrangements, preferably at the international level.

Languages: Fluency in English and Spanish is required; other UN language(s) desired.

KNOWLEDGE & SKILLS REQUIRED

Strong communication, analytical and partnership skills; Strong diplomatic skills: tact, persuasiveness, and ability to work with diversified teams; Ability to conceptualize issues, think in abstract terms, and analyze numerical data; Sound theoretical understanding of international humanitarian and development concepts and principles with a broad knowledge of best practices, techniques, and processes; flexibility and willingness to travel; and, ability to plan and organize work with minimum supervision.

Fixed-Term appointments are for a continuous period of one year or more and shall have a specified expiration date. The initial appointment is subject to a probationary period of one year.
