Senior Officer, Grants Management Americas Region IFRC – Multilocation At International Federation of Red Cross And Red Crescent Societies

Job Purpose

Provide coordination to execute the Pilot Programmatic Partnership (PPP) programme in Guatemala, Honduras, El Salvador, Panama and Ecuador, funded by ECHO. Act as IFRC’s America regional focal point for the PPP including coordinating relationships with EUNSs and IFRC delegations including providing support on other components of the PPP programme. Provide support to senior leadership in key internal/ external dialogues on PPP.

Job Duties and Responsibilities

In close coordination with Geneva Grant Manager, the Regional Grants Management Senior Officer will:

  • Ensure that relevant internal stakeholders (country delegations and technical units) and Membership (EUNSs) receive or provide technical support on PPP.
  • Work closely with the country teams by monitoring the effective stewardship of PPP funds in line with partners’ expectations related to implementation, reporting and visibility. Monitor progress and performance towards deliverables, identify risks and inform senior management of actions to be taken to mitigate risks.
  • Plan, convene and coordinate regional level meeting, with close collaboration with finance, audit, PMER (planning, monitoring, evaluation and reporting), IM and communication units to ensure collaborative review and shared understanding of PPP.
  • Liaise and coordinate with PMER and Quality Assurance unit (regional office and country delegations) to ensure quality reporting and data collection processes, including providing technical assistance and guidance to M&E and reporting.
  • Lead on coordination and communication with ECHO delegation on PPP development and implementation.
  • Participate and/ or lead where relevant, in evaluations, assessment, review and/or audits to ensure IFRC systems are properly taken into account and partner requirements are successfully met.

Education

Required

  • Bachelor’s degree

Experience

Required

  • Working with donor agency or with UN/NGO/RCRC partnership role, 3 plus years
  • Working in humanitarian or long-term development programming
  • Have 5 years project management experiences
  • Work experience requiring extensive networking
  • Experience interacting with funding mechanisms of institutional or corporate donors
  • Working with the Red Cross Red Crescent

Preferred

  • Writing proposals and concept papers
  • Working for a humanitarian/non-profit making organization

Knowledge, Skills and Languages

Required

  • Advanced skills in computers (Windows, word processing, powerpoint, spreadsheets)
  • Exceptional standard of fluency in written and spoken English and Spanish
  • Able to work independently and as part of the team
  • Skills in training and developing staff
  • Exceptional organizational ability with an eye for detail
  • Documentation preparation/presentation and computer-based production skills
  • Sensitive to cultural and regional issues

Multilocation

This is a local staff position that can be based in any of the IFRC Americas duty stations: Buenos Aires (Argentina), San José (Costa Rica), Santo Domingo (Dominican Republic), Guatemala City (Guatemala), Tegucigalpa (Honduras), Kingston (Jamaica), Managua (Nicaragua), Panama City (Panama), Lima (Peru), or Port of Spain (Trinidad and Tobago). Candidates must be able to provide proof of their eligibility to work in those countries during the application phase.
