This is a 12-month mandate in Lima, Peru.
The mandate is under the Equality in Action Volunteer Cooperation Program (VCP), which takes place in 12 countries and 3 regions over an eight-year period (2020-2028).
The VCP aims to increase the involvement of local partners in countries of intervention in inclusive, innovative and sustainable initiatives that will advance gender equality. Oxfam’s role is to support these organizations, working with the most vulnerable and marginalized people, to claim and exercise their rights. Oxfam places the rights of women, girls, and vulnerable and marginalized people at the heart of everything it does.
Here’s what your daily life will look like:
In close collaboration with Oxfam’s in-country team members and the partners, your mandate will be to:
- Develop VCP partner baselines and the VCP Annual Work Plan (PTA) to ensure capacity building of VCP partners consistent with identified priorities and adopting a feminist approach to ensure that gender equality and women’s rights are at the center of everyone’s thinking and actions;
- Lead the formative and summative evaluations of the VCP according to donor requirements, and extract lessons learned for the improvement of the intervention;
- Accompany volunteers in the design of proposals and development of indicators and tools for monitoring and evaluation of local and global funds;
- Ensure the ownership and implementation of the PCV monitoring, evaluation and learning framework and tools by the team of volunteers and by the partners, for accountability, ensuring the quality and compliance of results indicators;
- Coordinate the preparation and delivery of the annual evaluation reports of the PCV by the partners and of the annual accountability reports by the volunteers on the capacity building activities developed;
- Contribute to the positioning of the Oxfam Confederation’s programmatic commitment, articulating, facilitating and disseminating the knowledge and learning generated from Oxfam’s experiences in Peru and the PCV (through the creation of workshops, for example).
For this mandate you must:
- Be a Canadian citizen or have permanent resident status in Canada;
- Have university degree in program monitoring and evaluation, project management, social sciences, research, or any other relevant field;
- Have at least 2 years of professional experience in the development and implementation of monitoring, evaluation and learning methodologies and tools, or in organizational development;
- Have experience in project and program design with the MEAL system;
- Be fluent in Spanish, spoken and written (required);
- Master the Office suite.

Peru – Counselor in monitoring, evaluation and learning (SEAR)
This is a 12-month mission in Lima, Peru.

Oxfam puts the rights of women, girls and vulnerable and marginalized people at the heart of everything it does.
This is what your daily life will be like:
Working closely with Oxfam country team members and partners, your mandate will include:
- Develop PCV member baselines and PCV Annual Work Plan (AWP) to ensure the strengthening of PCV member capacities in coherence with identified priorities and adopting a feminist approach to ensure gender equality. gender and women’s rights are at the center of everyone’s reflection and actions;
- Lead the formative and summative evaluations of the PCV according to the donor’s requirements, and extract learning to improve the intervention;
- Accompany donors in the design of proposals and development of indicators and tools for the monitoring and evaluation of local and global funds;
- Ensure the appropriation and implementation of the PCV monitoring, evaluation and learning framework and tools by the team of cooperators and partners, for accountability and ensuring quality and compliance with the result indicators;
- Coordinate the deliveries of the annual evaluation reports of the PCV program by the partners and the annual accountability reports of the cooperators on the capacity-building activities developed;
- Contribute to the positioning of the programmatic commitment in the Oxfam Confederation, articulating, facilitating and disseminating the knowledge and learning generated from the experiences of Oxfam in Peru and the PCV (through the creation of workshops, for example).
For this mandate you must:
- Be a Canadian citizen or have permanent resident status in Canada;
- Have a university degree in program monitoring and evaluation, project management, social sciences, research, or any other relevant field;
- Have at least 2 years of professional experience in the development and execution of monitoring, evaluation and learning or organizational development methodologies and tools;
- Have experience in project and program design with the SEAR system;
- Possess command of spoken and written Spanish (mandatory);
- Have proficiency in Microsoft Office.
What we offer:
- A monthly subsistence allowance for basic expenses;
- 20% increase in the allowance for each accompanying child (maximum of 2 children)
- $1,500 CAD per year/per child for school expenses;
- A monthly housing allowance;
- Round trip plane ticket with 2 suitcases in the hold;
- Round trip plane ticket for each accompanying child
- $200 CAD for additional luggage;
