Policy Advisor (Programme Management Unit) – INT9669 At Oxfam GB

Oxfam is a global movement of people working together to end the injustice of poverty.

In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) was established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries.

Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries.

JOB PURPOSE:

  • In collaboration with Ukraine crisis response team, partners and allies, and the confederation, lead the development of Oxfam’s policy lines and approaches for the Ukraine crisis and refugee response.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  • Work as overall policy lead for rights, resilience and response to the Ukraine crisis with particular focus on humanitarian response and refugees in neighbouring countries: providing humanitarian policy leadership, to ensure positions and messages on related issues such as refugee response and displacement, food insecurity evolving from the crisis, humanitarian access, protection of civilians, among other relevant issues are consistent and coherent.
  • Work with partners involved in the response to the crisis, to support their development of policy lines, approaches and stances. Ensuring that the voices of partners and of the people they and we are trying to support are prioritised in all policy work.
  • Lead on developing and distributing ongoing and regular context analysis of the humanitarian crisis caused by crisis in Ukraine, with analysis of the implications for the crisis response, broader context and Oxfam’s approach in response.
  • Prepare and maintain up-to-date power analysis of dynamics within this crisis, and opportunities to influence states and institutions positions.
  • Briefing Oxfam representatives ahead of external meetings.
  • Oversee production of policy materials related to the crisis, including for example policy briefings, organizational statement, reports, and joint letters and statements.
  • Sign off policy products related to the crisis.

In addition:

  • Strong knowledge of global humanitarian and conflict issues, particularly those related to displacement, protection of civilians, refugee law, food crisis, and impacts on women and girls.
  • Strong analytical and writing abilities, including the ability to adapt writing styles for specific audiences.
  • Experience engaging in advocacy on conflict, food insecurity and refugees in other humanitarian environments.
  • Effective negotiation abilities and informal leadership skills in a multi-stakeholder, network environment.
  • Ability to interrogate and openly discuss privilege and how to address power imbalances.
  • Ability to liaise with a wide range of people, both internally and externally and at many levels, with credibility, tact and diplomacy.
  • Fluent spoken and written English with proven track record of publications and wide range of writing (policy papers, briefs, blogs etc).

Desirable

  • Knowledge/experience of the context of Ukraine and surrounding countries
  • Understanding of inequality and gender justice issues
  • Lived experiences with intersecting systems of oppression, with knowledge and experience of how power and privilege play out in the contexts we work in.
