Tara Climate Foundation is a philanthropic climate foundation dedicated to fostering a future where Asia’s unwavering commitment to climate action paves the way for just, thriving and resilient societies. Tara operates in East, Southeast and South Asia, excluding India and China.
Our mission is to support a diverse group of partners in accelerating Asia’s energy transformation and championing climate action. Tara plays three main roles in the region:
- Grantmaker: Tara works closely with mission-aligned foundations and philanthropists to pool resources and grant funds to organisations working to accelerate Asia’s energy transition and climate action (excluding China and India).
- Convenor: Tara cultivates networks that facilitate the exchange of ideas between business, civil society, and government throughout and beyond Asia.
- Local and regional expert: With strong networks spanning civil society, businesses and government, Tara funds thorough research and analysis to address knowledge gaps, stay abreast of emerging trends, and craft evidence-based strategies to advance our mission.
Since establishing its headquarters in Singapore in 2021, the foundation has provided grants to more than 300 organisations across 13 countries and jurisdictions. Our team of over 40 experts is spread across the Asia-Pacific region, working to combat climate change in this decisive decade.
Over the last 2 years, Tara has experienced significant growth, expanding our funding base to include more than a dozen philanthropic foundations. Currently, we provide grants to over 300 organisations operating across 13 countries and jurisdictions in the Asia region.
Despite heightened global focus on climate issues, philanthropic giving toward climate change initiatives remains disproportionately low, constituting just 2% of worldwide philanthropic giving, with an even smaller percentage allocated to Asia
About the role
The world is shifting from fossil fuels to renewables. Understanding and shaping the progress of the energy transition means being able to gather, interpret and use data to generate the insights which help us focus the strategy of Tara Climate Foundation. This is the role of our Program Data Analyst.
We are looking for an enthusiastic data analyst deeply committed to working to stop climate change, who can master the fine details as well as see the big picture – pulling together data from greenhouse gas emissions to electricity generation, from energy efficiency gains to steel industry infrastructure, and beyond.
You will excel at data gathering and analysis as well as having a flair for communicating insights and telling the stories from that data to our senior leadership, our program team, and to our grantees and our funders. You will be a strongly self-motivated team player, who is keen to engage with and remotely support our program teams in countries across the Asia Pacific, as well as linking up directly with our data-focused partners/grantees to deliver a collective strategy to meet all of our growing data needs.
You will also be ready to turn your analytic thinking to our internal organisational data as well, so that together we can monitor, evaluate and learn from Tara’s progress towards our long term strategic goals and annual objectives across all our geographies and sectors of work, and be able to create compelling reports for our leadership and funders.
The key responsibilities of the Program Data Analyst are:
Clean energy transition data analysis and insights (40%)
- Develop and implement Tara’s Program Data Strategy to complement and strengthen Tara’s strategic goals and four year plan.Collaborate with Tara senior management and regional & country program team members to identity data analysis and insight needs.
- Lead the systematic collection, cleaning and analysis of national, regional, and global energy and climate datasets which inform Tara Climate strategic decisions, projects and stakeholders.
- Through strong consultation, business analysis and design work, lead the production of highly relevant reports, dashboards, and data visualizations for internal and external stakeholders. This includes creating data visualizations to support specific presentations by team members on an ad-hoc basis as required.
- Support the communication of research & data analysis outputs to Tara’s funders and civil society partner organizations, using data to enable compelling, evidence-based storytelling about the progress and challenges of the clean energy transition in Asia.
Data focused grant-making and partner collaboration (20%)
Work to strengthen Tara’s network of data partners across the Asia-Pacific, by proposing and managing Tara’s grant-making to strengthen this network and the range of open source insights available to our ecosystem of climate and energy partners.
Results-based management (RBM) and Monitoring Evaluation & Learning (MEL) (40%)
- Manage and maintain Monitoring Evaluation & Learning (MEL) systems which sets and tracks the goals and objectives of Tara’s programs around Asia.
- Support Tara’s annual planning processes and development of new objectives and KPIs, advising and guiding program team members as needed to create SMART objectives and associated workplans.
- Contribute to mid-year and year-end progress reviews; and produce our annual MEL report based on input from program leads.
- Provide expert advice towards development of analytics based on Tara’s grant management system and/or financial management information as required.

Essential
- 5+ years’ experience in data analysis gained through work in business, government and/or non-government organisations.
- Strong data handling and presentation skills in core Microsoft Office 365 applications (Excel, Powerpoint, Word, etc).
- Highly developed skills to create useful and relevant dashboard and reporting tools (eg Tableau, PowerBI, Grantelligence).
- Excellent written and verbal skills in English, and the ability to convey complex concepts about data analysis to a general audience.
- Critical and strategic thinking skills, able to assess datasets and their gaps at a macro and micro level and develop ways of improving them.
- Strong interpersonal skills, and ability to thrive in a dynamic, cross-cultural team that works remotely across the Asia-Pacific region.
Desirable
- Knowledge about at least one key area of climate mitigation (eg energy sector transition from fossils to renewables; industrial decarbonization; energy efficiency, climate policy).
- Familiar with the concepts and fundamentals of monitoring, evaluation and learning (MEL) in a management context or ability to learn quickly on this topic.
- Familiar with the concepts of power systems modelling.

Education
A degree or an equivalent number of years of relevant work experience in fields such as computer science, statistics, mathematics, data science, economics, business analytics, information systems, or social sciences.
Location requirements
Candidates must have long-term residency status with a legal permit to reside and work in: Bangladesh, Hong Kong, Indonesia, Japan, Malaysia, Pakistan, the Philippines, Singapore, South Korea, Taiwan or Thailand.
