About the Project – Australia Assists is DFAT’s flagship humanitarian technical assistance program. The managing contractor is responsible for deploying technical expertise to areas affected or prone to be affected by disasters, conflicts and humanitarian emergencies. The creation and maintenance of a humanitarian roster, alongside training and capacity strengthening of partner governments are key activities within the program.

About the Role – The Program Manager is the senior day-to-day manager of Australia Assists, responsible for the development of evolving program strategies, the management of rosters and deployments, and ensuring that the program addresses priority areas.

Key Responsibilities

Manage the development, production and maintenance of the strategic program plan and annual planning process
Liaison and strategic communication with other humanitarian actors to raise awareness of the program and seek opportunities for collaboration
Provide input into the design, and quality assurance, of MIS and other data collection systems to ensure effective data collection, tracking, risk mitigation and reporting information collected under the MELF
Ensure all activities under the Australia Assists program aim to deliver the services required by the Program’s Statement of Requirements including the timely delivery of all deliverables
Management and oversight of evolving roster capabilities, ensuring that skillsets and expertise of deployees aligns with capacity and humanitarian needs of program partners and deployee recipients
Establish and maintain effective working relationships and program partnerships with key stakeholders, including training providers, partner governments, UN agencies and other DFAT Programs
Supply the Program Director and DFAT and its representatives with information and briefings on progress and issues related to Australia Assists’ implementation
Support efficiency and coordination between Long-Term Advisers and Short-Term Advisers
Management and oversight of program capacity development, including regional/country programs, training components, cross-cutting priorities and capacity development
Quality assurance of all Advisor and deployee recruitment, deployment selection and contract management processes
Ensure gender, equality, disability and social inclusion (GEDSI), climate change and the environment are considered throughout the program.

About You

An appropriate number of years relevant work experience in team leadership and management, particularly for a diverse/multi-cultural team
Experience managing large, complex (preferably DFAT) humanitarian and/or development programs
Experience working with donors and governments in the Pacific and globally
Demonstrated experience in donor reporting with a preference for experience with DFAT guidelines and deliverables
Understanding of key humanitarian concepts and issues in the Pacific and globally
Excellent interpersonal skills including cross-cultural experience
Excellent written and verbal communications skills in English
Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context
