DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. Since its founding in 2000, DCAF has contributed to making peace and development more sustainable by assisting partner states, and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. The International Security Sector Advisory Team (ISSAT) is a Department of DCAF established in 2008 in response to the need to increase the capacity of the international community to support Security Sector Governance and Reform (SSG/R) processes. It provides practical support to a group of member states and multilateral institutions (International Partners Group Members) in their efforts to improve security and justice, primarily in conflict-affected and fragile states. Within ISSAT, the Professional Development and Training (PDT) Service Line focuses on training design and delivery, professional development advice and mentoring for the benefit of our partners. For our PDT service line, we are looking for a motivated and experienced individual to be our next :

Programme manager (work rate 100 %)

Location: Geneva

Starting date: 1st June 2023 (negotiable)

Duration: One year [with possibility of extension]

The role

Reporting to the Head of PDT service line, the programme manager will work mainly in relation to ISSAT’s PDT mandates, with additional activities across other service lines (Advisory field support (AFS), Outreach and knowledge (OAK)).

Key areas of operation:

  • Contribute to the development of PDT Service line activities
  • Participate in discussions with ISSAT partners to identify and shape ISSAT professional development & training activities
  • Design, manage and evaluate training programmes, workshops, training needs analyses and professional development activities
  • Lead and contribute to the implementation of training programmes and workshops, including by participating to training missions
  • Adapt and/or develop innovative training methodologies and approaches to disseminate knowledge on, and develop skills related to, SSG/R.
  • Support the implementation of ISSAT Programme of Work, by ensuring quality delivery of mandates and contributing to reporting, monitoring and evaluating activities

Your experience

  • MA/MSc in International relations, security studies, political science, conflict studies, development or related field
  • 7 years of relevant work experience, including 4 years in training
  • Solid training and/or facilitation experience
  • Experience in working with and supporting governments, international bilateral partners and multilateral organisations
  • English and French, other languages an asset

Your skills

  • General SSR and governance knowledge, with specific competences in areas such as justice, rule of law, police, defence reform, inclusivity or other relevant areas.
  • Good public speaking, presentation and facilitation skills
  • Outstanding programme and project management skills
  • Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite
