Context:

The International Organization for Migration (IOM) is offering a project manager role working on behalf of the Global Media Migration Academy (GMMA), co-managed by the Department of Programme Support and Migration Management (DPSSM) and IOM Ireland, funded by Irish Aid and the IOM Development Fund.

Migration has been of particular interest to the media landscape for the last number of years, seeing an increasingly misrepresented narrative on migration related themes, a rise in hate-speech and disinformation. This has often led to misinformation and rhetoric encouraging an anti-migrant discourse. With information flowing rapidly in increasing volume and speed, there exists a need to counter such approach with training that would create understanding on the complexities and nuance that is part of a migrant’s journey, the challenges and contribution of migration, evidence-based reporting etc.

The Global Academy of Media and Migration aims to ensure migration related topics are more objectively represented, ethically produced, factual and contextualised in journalism, multimedia and film. Supporting objective journalism means developing the capacities at individual, organizational and systemic level and GMMA seeks to develop a broad range of capacity development tools that will allow media content creators of all walks of life to further skills and knowledge on migration related topics. These tools include a GMMA platform, an e-learning foundation course as well as various workshops and activities aiming towards a high professional standard that are integral to appropriate coverage of migrants and migration in general.

The Programme Manager will be working under the direct supervision of the Programme Advisor (Migration Management).

Core Functions / Responsibilities:

  1. Lead and coordinate on all the elements of the implementation of the Global Migration Media Academy project with the Coordination and Capacity Development Unit (CCDU) and IOM Ireland.
  2. Coordinate the regular updating and reporting to donors (Irish Aid and IDF) and partners. This includes preparing reports, and sharing outputs with necessary stakeholders, as well as preparing and finalising interim and final reports.
  3. Coordinate with IOM Resource Management Unit in Ireland and Headquarters in Geneva to track and report project expenditures are being implemented according to the workplan and update the project implementation team at regular intervals.
  4. Coordinate activities of subject matter experts hired to develop course materials and specialized modules for GMMA online platform.
  5. Coordinate the finalization and packaging of course materials between partner universities and country missions.
  6. Ensure alignment of modules to IOM content, practices and policies.
  7. Issue regular newsletters and updates to internal colleagues and external partners about activities and announcements about GMMA.
  8. Coordinate the development of additional proposals and networking opportunities with IOM missions and external partners to expand the scope of the GMMA and mobilise additional funds.
  9. Lead the development of GMMA digital platforms including the e-learning platform, website and project management tool in coordination with different IOM units.
  10. Assist missions in identifying digital tools and resources to package and produce course materials.
  11. Lead efforts in soliciting partnerships with different private and public sector stakeholders for the GMMA.
  12. Manage and curate content for the social media platforms for the GMMA.
  13. Liaise across CCDU with unit teams to strengthen sustainable capacity development in IOM programming and toward external stakeholders.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Migration, Communication, Media Studies, Social Sciences (e.g. Humanitarian Affairs, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Five years (seven years for bachelor’s degree holders) of experience in project/programme management in media and communication in migration and development;
  • Practical experience of digital content production tools such design and video editing software.

Skills

  • Excellent research, writing, communication and analytical skills in the area of media andmigration particularly;
  • Excellent communication skills in English (oral and written);
  • Ability to manage teams and coordinate activities;
  • Good understanding of communication campaigns and tools, including engaging audiences via social media and other digital channels;
  • Excellent level of computer literacy;
  • Strong organizational skills;
  • Ability to work effectively and harmoniously in a diverse environment;
  • Proven ability to produce accurate, high quality work and meet deadlines;
  • Ability to multi-task, prioritize and work independently.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of either French, Spanish, or any other UN Language is an advantage.
