Introduction

The Mukwege Foundation team is expanding with various new projects in the pipeline, and thus we are adding additional capacity to our programme team. This is an excellent opportunity for fluent English- and French-speaking candidates with experience in programme management to work for an international human rights organisation based in The Hague. We are looking for a highly motivated candidate who can help us further develop and implement our programmes supporting national survivor networks in various countries.

The ideal candidate has a solid and progressive international career in programme management, network building, and/or support to civil society movements in the development/humanitarian sector. You have a proven affinity and experience with programming for victims/survivors of CRSV/SGBV (Health, Protection and Mental Health/Psychosocial Support) and a strong commitment to survivor-centred approaches. You have a high-level capacity and demonstrated experience/skill in setting visions, developing strategy within the programme area, and the ability to implement global, regional and country strategies.

The applicant we are looking for will have at least 5 years of relevant programme management experience, is experienced with donor reporting and proposal writing, has a hands-on approach, and strong inter-cultural communications skills. We are seeking a candidate who is willing to travel to the Mukwege Foundation’s programme countries and is keen to work in a young and growing non-profit organisation with an international working environment.

About Us

The Dr. Denis Mukwege Foundation (MF) supports survivors’ demands for a world where sexual violence as a weapon of war is no longer tolerated, and bears consequences for individual perpetrators and states. We work for a future where survivors receive the holistic care and compensation they need to rebuild their lives. We create opportunities for survivors to speak out and be heard, and where they can organise to create change, influence policies, and demand justice and accountability.The Mukwege Foundation’s ‘Voice’ programme focuses on strengthening survivors’ agency to actively influence and participate in policy and practice concerning them at national and international levels.

At the global level, SEMA – the Global Network of Victims and Survivors to End Wartime Sexual Violence – offers a safe global platform for survivors to come together for solidarity, to share experiences and knowledge, to advocate powerfully for the abolition of the use of sexual violence as a tactic of war, and to lobby for the recognition of the rights of survivors to quality holistic care and to restorative justice. The global dimension is essential for peer-learning, bringing survivors from different generations and cultures together.

At the national level, the Mukwege Foundation supports the initiation, development, and strengthening of in-country survivor networks, creating safe spaces for peer-to-peer support and building survivors’ capacities to enable them to actively engage in advocating for their rights. The in-country networks vary according to their context and capacities, but in all cases these networks organise to raise awareness about the reality, causes and consequences of wartime rape in the respective countries, to combat stigma, impunity and harmful myths around CRSV, and to commemorate and recognise the many victims of these atrocities by creating a collective memory of survivors’ experiences. For the national survivors’ networks, Mukwege Foundation is currently working in Uganda, South Sudan, Central African Republic, Iraq, Ukraine, Mali, Nigeria, and planning to expand the programming to Ethiopia, Nepal, Myanmar, and Burundi in 2023 and beyond.

Job overview

The main responsibility of the Programme Manager is to actively facilitate the development, strengthening, and impact of national survivor networks. The Programme Manager ensures alignment with holistic care programming at the local level and remains in close coordination and alignment with SEMA, the Global Network of Survivors. The Programme Manager reports to the Programme Director.

Responsibilities

The Programme Manager has the following responsibilities and tasks:

In alignment with the overall strategy and holistic care programming, identify opportunities, develop, and support the implementation of national strategies for the national networks. This includes:

  • Developing new survivor networks, in close collaboration with survivors: this includes scoping visits, organizing consultations with survivors and relevant stakeholders, identifying and conducting due-diligence assessment of (new) national partners, develop network-building strategies.
  • Strengthening, coordinating and monitoring existing survivor networks: organizing capacity-building trainings on a variety of topics, designing & delivering trainings on network-strengthening strategies, and supporting the implementation of survivor-led initiatives including healing/collective memory programmes.
  • Assisting national networks with developing advocacy and awareness-raising messages and strategies.
  • Ensuring close collaboration between national survivor networks and SEMA, the Global Survivor Network.
  • Ensuring availability of psychosocial support throughout network-building programmes by engaging with national and local psychosocial service providers
  • In close collaboration with the MF fundraising team, identify and develop funding opportunities for national survivor networks on an on-going basis, designing projects, writing project proposals and developing budgets.
  • Sharing lessons learned between national networks (assist in developing peer-to-peer support mechanisms).

Administrative tasks for this position include:

  • Responsibility for budget development, management and reporting of budgets to donors in country support portfolio.
  • Writing timely reports (within approx. 2 weeks) of scoping visits/trips with main findings, contacts made, and recommendations.
  • Ensuring that administration tasks related to one’s own work are completed on time, including donor reports.
  • Developing strategic partnerships and maintaining a shared database of contacts.
  • Managing relationships with implementing partners and supervising the implementation of activities.
  • Periodic reporting and monitoring and evaluation of own work.

As a member of the team, participate in the overall work of the organization, which includes:

  • Full engagement in staff activities, meetings, and supporting other colleagues as appropriate.
  • Active support in building external relations and communications, including by raising the visibility of survivor networks.
  • Active support in organizing events, such as retreats and workshops for national networks and SEMA members.
  • Management of interns/trainees as appropriate.
  • Event support (including presentations about the work of the Foundation, e.g. at conferences, workshops, and translation as needed).

Required Qualifications, Skills and Competencies

Knowledge and skills

  • Fluency in both English and French is mandatory
  • Solid and progressive international career with a minimum of 5 years in programme management, network building, support to civil society movements in the development/humanitarian sector
  • Proven affinity and experience with programming for victims/survivors of CRSV/SGBV (Health, Protection and Mental Health/Psychosocial Support) and a strong commitment to survivor-centred approaches
  • A high-level capacity and demonstrated experience/skill in setting visions, developing strategy within the programme area, and the ability to implement global, regional and country strategies.
  • Experience within donor reporting and proposal writing
  • Ability to manage financial aspects (budget preparations, budget follow up, etc.) of the projects
  • Readiness to travel to the Mukwege Foundation’s programme countries (up to 25-30% traveling time)

What we offer

  • 1-year contract based on 40 hours per week with possibility to extend
  • Full-time gross salary between €3818 and €4925, depending on experience
