War Child Syria Response

War Child Holland (WCH) is an international non-governmental organization that works exclusively to improve the well-being and resilience of children and youth affected by violence and armed conflict. WCH and its partners support children affected by the conflict in Syria through an integrated mix of child protection, education and psychosocial support interventions, while working closely with their caregivers, families and wider communities for maximum and durable impact.

We are seeking to strengthen our team and we are currently seeking an enthusiastic and passionate Programme Quality & Development Manager to join our dynamic team of professionals dedicated to helping children and their families positively deal with the consequences of being exposed to armed conflict.

As Programme Quality & Development Manager (PQDM), you will be responsible for leading programme development and institutional fundraising efforts. You will also oversee quality assurance and monitoring & evaluation in the areas of Education, Child Protection (CP), Psychosocial Support (PSS) and emergency response. Working in close consultation & collaboration with external partners, the PQDM will drive coherence, relevance and effectiveness of War Child’s overall Syria response programme, in accordance with humanitarian and sector-specific standards as well as War Child’s mandate & strategy.

You will have proven management experience in the humanitarian/development sector, preferably including international exposure, and be someone who truly understands the challenges of working for an international NGO in a dynamic, global setting. You are ready and eager to lead the development of new programme interventions relevant for the Syria Response and remain continuously primed and committed to respond to new funding opportunities.

Your Challenge

Programme Design & Resource Mobilisation

• Lead and coordinate the development of both solicited and unsolicited project proposals and funding applications.
• Lead the development of new programme interventions relevant for the Syria Response, in close consultation with external partners, ensuring continuous readiness to respond to new funding opportunities.
• Stay abreast of and scope out potentially relevant funding opportunities and strategic partnerships with support from relevant departments within the organisation.
• Design, improve and document internal workflows, tools and processes for effective programme design, proposal development and report-writing.

Programme Quality & Accountability

• Ensure coherence, relevance and effectiveness of War Child’s overall Syria response programme, in accordance with humanitarian and sector-specific standards as well as War Child’s mandate and strategy.
• Oversee the provision of technical assistance and capacity development in the areas of Education, CP and PSS to War Child’s programmes and partners.
• Oversee regular needs assessments in accordance with applicable standards to inform programme design, adjustments and implementation.
• Ensure that programme activities are effectively monitored & evaluated, and mechanisms are in place for programme participants to hold War Child and partners to account.
• Ensure lessons learnt inform adaptation and future programme design.

External relations

• Develop and maintain positive relationships with donors, UN agencies, authorities and other relevant stakeholders.
• Effectively represent War Child in relevant coordination forums, network bodies, cluster groups and consortia, positioning War Child as a partner of choice.
• Maintain positive and effective relationships with War Child’s partners and actively contribute to localisation initiatives and capacity development efforts.
• Contribute as needed to the development of external communication and advocacy products, ensuring programme perspectives are adequately reflected.
• Lead and support the development of external-facing products conveying the nature, quality, relevance and added value of War Child’s programming.

Internal Relations; Management

• Lead the PQD department, including direct line management, mentoring, support, staff welfare and performance management for up to 5 direct reports.
• Actively contribute to positive interdepartmental relationships and dynamics.
• Serve as a member of the Country Management Team, contributing to strategy development and high-level planning, problem-solving and decision-making.
• Deputise for the Country Director as and when needed.

Your Profile

• Relevant academic degree.
• Minimum four years of senior management experience in the humanitarian/development sector, preferably including international experience.
• Demonstrated experience in writing project proposals for a wide range of donors.
• Experience with running, supporting and/or managing programmes in conflict-affected or other complex environments, including activities in at least two of the following areas: Education, Child Protection and Psychosocial Support for children and their caregivers.
• Knowledge of – and affinity with –programmes designed to enhance the psychosocial well-being of children in humanitarian/development contexts.
• Proven track-record of working in partnership with local/national response actors.
• Sound knowledge of monitoring, evaluation, accountability & learning methodologies, tools and systems in the humanitarian sector.
• Understanding of the Syria context and its complexities considered an asset.
• Excellent English written and verbal communication skills are essential.
• Arabic language skills will be considered a major asset in the selection process
• Persuasion and motivation skills, ability to convince and mobilise others.
• A successful track record in initiating, cultivating relations with – and securing support from – a wide range of institutional donors.
• Strong networking skills; ability to maintain good working relationships with partners, donors and other external as well as internal stakeholders in a sensitive environment.
• Solid analytical and problem-solving skills.
• Ability to manage a varied, fluid and demanding workload and meet deadlines.
• Affinity with War Child’s mandate, mission and core values (Impact, Creativity, Inspiration and Integrity).

Location & Travel

Amman, with up to 40% travel in the region.

Contract
