Context:
The International Organization for Migration (IOM) is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration and improve living conditions of Internally Displaced Persons (IDPs).
The conflict and violence in Syria continues to cause large-scale displacement of populations. Over 6 million people remain displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to vulnerable IDPs living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.
The United Nations Security Council (UNSC) – through Resolution 2585 (the 2021 resolution) – allows the United Nations (UN) and its partners to provide cross border assistance from Turkey to Northern Syria. IOM Turkey’s cross-border humanitarian assistance in Syria is managed from Gaziantep.
Under the overall supervision of the Senior Programme Coordinator, and the direct supervision of the Emergency Operations Officer, the successful candidate will assist in supporting specific activities related to the implementation of Operations, Non-Food Items (NFIs), and Cash-based interventions for the Cross-Border operations managed from Turkey and implemented inside of Syria. Work will be carried out in accordance with holistic approaches and in close coordination with other IOM programmes and participation in the Shelter/NFI and WASH clusters.
Core Functions / Responsibilities:
- Draft specific segments of project proposals and donor reports as instructed for Operations, NFI, and Cash-based interventions/projects.
- Compile background information from various sources and provide specific inputs to support the implementation of Operations, NFI, and Cash-based interventions/projects (activities and project documentation) as delegated from the Emergency Operations Officer in line with proposals, strategies and donor requirements.
- Compile background information from various sources and provide specific inputs to support the delivery of high-quality Operations, NFI, and Cash-based interventions/activities by IOM and its implementing partners, in accordance with the agreed Country and Ops/NFI/Cash strategies, tools and guidelines.
- Track the implementation of IOM Operations, NFIs, and Cash-based interventions/ activities inside and outside of camps in Northwest Syria between IOM, implementing partners and related stakeholders.
- Draft specific components or elements of progress reports to the Emergency Operations Officer.
- Provide technical inputs and information to support the Emergency Operations Officer on capacity building of IOM’s and implementing partner’s Operations, NFI, and Cash-based interventionsstaff in relevant competencies.
- Provide administrative and logistical assistance to support the Emergency Operations Officer in external coordination with different clusters and stakeholders.
- Carry out appropriate data and information management processes required for tracking the implementation of IOM’s projects and share information with the Emergency Operations Officer.
- Assist in coordinating actions internally with other IOM units and externally with IOM partners as appropriate.
- Work to facilitate protection mainstreaming in all Operations, NFI, and Cash-based interventions related activities throughout the project-cycle. This includes – but not limited to – safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to IOM’s services, adequate accountability to affected populations and participation and consultation.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in international development, humanitarian assistance, international relations, or a related field from an accredited academic institution relevant professional experience; or
• University degree in the above fields with at two years of relevant professional experience.
Experience
• Previous experience in Operations, NFIs, and Cash-based interventions;
• Experience writing in English for project proposals, donor reports, and/or communications in the international development or humanitarian aid sector;
• Previous experience working in an international organization and knowledge of the UN is desired;
• Previous experience with and knowledge of countries’ funding mechanisms is an asset, particularly the US, Syria Crisis Humanitarian Pooled Fund, and European Civil Protection and Humanitarian Aid Operations European Civil Protection and Humanitarian Aid Operations (ECHO);
• Previous work experience in relevant issues such as migration, displacement, humanitarian assistance, community stabilization, Syria, and Turkey, is desired;
• Experience in project development and report writing skills;
• Work experience in the Region is an asset.
Skills
• Knowledge of emergency response humanitarian aid programming, preferably with technical experience in Non-Food Items (NFIs), Cash-based interventions, and/or Operations projects.
• Knowledge of programme management cycle is desired.
• Skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing, etc.
• Knowledge of the Syrian context is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
