Recruitment and HR Development Manager At International Committee of the Red Cross

 

The International Committee of the Red Cross (ICRC) is an independent, neutral and impartial humanitarian organization. It is established in the Democratic Republic of Congo by the Headquarters Agreement of February 27, 1982 (Order Law No. 83/014 of April 1, 1983), and has its headquarters in Geneva, Switzerland.

The ICRC aims to protect and assist victims of armed conflicts and other situations of violence. It also ensures the promotion of International Humanitarian Law and the principles of the International Red Cross and Red Crescent Movement. The ICRC is a non-profit organization and relies entirely on the contributions it receives to carry out its humanitarian mandate.

In order to fill a vacancy within its Human Resources team for its Kinshasa Delegation, the ICRC wishes to recruit an HR Recruitment and Development Manager (grade B3), for a period of 12 months with the possibility of renewal .The desired start date for the candidate who will be selected is March 1, 2024.

Main Responsibilities and Tasks

The head of recruitment and development for the delegation supervises the recruitment team and HR teams in the field and ensures that they use best practices. He/She supervises the management of recruitment and training processes and escalates problems to the next level; he/she assumes key functions in the development and implementation of recruitment and training management processes adapted to the objectives set, with a view to ensuring a superior quality service. He/She provides HR services in accordance with the policies of the ICRC and the delegation and the laws and regulations in force. He she :

  • Develops local personnel policies/local human resources instruments (recruitment, training, development), and implements them and ensures their application.
  • Leads the recruitment team at all stages of the recruitment processes for permanent or temporary employees and consultants for the delegation.
  • Assists in the analysis of the Delegation’s objectives (Planning for Results), in order to anticipate the need for recruitment, profiles and skills; develops appropriate recruitment strategies; and anticipates the workload of the recruiting team.
  • Ensures the daily management of the recruitment team (two members) and monitoring of HR in the field for recruitment of grades A1 and A2; recruits and trains new members as necessary.
  • Applies effective working methods and monitors data to establish and analyze the recruitment activities of the Delegation using statistics and other parameters. He/She takes action accordingly, e.g. ex. reassigns tasks within the team or escalates issues if necessary.
  • Defines recruitment procedures and policies inspired by best practices; adopts an approach focused on supervision and support using a set of assessment tools, models and training intended to guide managers wishing to recruit staff as well as candidates.
  • Verifies and publishes internal and external job offers.
  • Evaluates applications, conducts job interviews and participates in the final selection of candidates.
  • Is the preferred contact for candidates throughout the recruitment process; answers their questions, in particular on the follow-up to be made for their application; carries out administrative tasks (e.g. processing files and organizing tests, etc.) with the support of HR managers.
  • Supports internal and external recruitment processes and provides specialized and relevant human resources advice at all levels of the institution.
  • Participates in the evaluation of recruitment activities and adjusts action plans and programs accordingly, particularly in emergency situations.
  • Maintains recruitment tools and information on candidates (talent pool, blacklist, etc.) up to date.
  • Implements training and development programs and provides support in this context.
  • Implements training programs.
  • Analyzes training needs with coordination, site management and HR teams on the ground.
  • Ensures compliance with the integration/induction process for new employees after each recruitment.
  • Works in close collaboration with the DRC training relays on the annual calendar of institutional training (e.g. Working at the ICRC courses, etc.) in person and requests validation from Management.
  • Contributes to the planning and development of the budget (PfR) training and development of the delegation.
  • Contributes to the definition of the delegation’s priorities and strategies in terms of training and development.
  • Contributes to the administrative and logistical organization of training and development programs.
  • Supervises and supervises the training relays in the DRC.
  • Writes quarterly reports related to his function (MfR).

Profile and required qualities

  • Higher or university education in Human Resources Management or similar sciences (Bac +5 level).
  • Minimum 5 years of professional experience in a similar position or Human Resources Generalist with specialization in recruitment and HR development, preferably in an international humanitarian organization.
  • Relevant experience in coaching and training activities (mandatory).
  • Relevant experience in the development of HR policies is a considerable asset.
  • Fluency in written and spoken French.
  • Good level of written and spoken English (an asset).
  • Advanced computer skills, including Microsoft Office software (Word, Excel, Power Point), email platforms (Outlook, Microsoft Teams).
  • Ability to manage a team (required) .
  • Sense of organization, coordination, planning and confidentiality.
  • Ability to work in a multicultural context.
  • Sense of initiative, proactivity and ability to work independently.
  • Ability to communicate and speak in public (experience in this area is an asset).
  • Ability to train and train.
  • Integrate in all its activities.
  • Of Congolese nationality.
