Regional Risk and Compliance Adviser Latin America At Norwegian Refugee Council

What we are looking for

The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional Risk and Compliance Adviser for Latin America who will be responsible for overseeing and supporting the risk management efforts of the Country Offices (COs) in the region, monitoring and improving compliance within high-risk areas in COs, and promoting a risk management culture in the region by training, communication, and advice.

What you will do

  1. Provide training, guidance and support to risk and compliance staff in COs on their role and responsibilities and on the implementation of the Risk Management Framework, NRC’s approach to compliance, the Code of Conduct and complaints management.
  2. Support the Regional Head of R&C in providing assurance to the Regional Management Group (RMG) on COs’ compliance within high-risk areas/issues by facilitating their identification; conducting regular CO compliance checks on those areas/issues; and following up on recommendations from checks.
  3. Support the development and revision of verification methods implemented by other departments to ensure compliance and internal controls.
  4. In collaboration with the Senior Legal Advisor (Head Office) as well as external legal counsel, support Country Offices to understand and comply with legal regulations.
  5. Operate a helpdesk function providing timely responses to technical questions from staff in the RO and COs related to the following:

i) Areas of expertise held by the R&C function at HO (Risk management, compliance, Anti-corruption, Data Protection, Code of Conduct, legal and complaints management); and

ii) compliance with regulations not specific to a given function (i.e. SSD, COTER, sanctions).

  1. Contribute to the contextualisation of new policies and procedures as well as the imbedding of internal control mechanisms.

What you will bring

  • Minimum 3 years of experience in humanitarian management, focus in compliance, auditing or risk management functions in an international organisation/company
  • Documented results related to the position’s responsibilities.
  • Fluency in English and Spanish, both written and verbal.
  • International experience in, and knowledge about the regional context is and countries supported is highly desirable.
  • Knowledge of the regulatory context in the Latin America Region, including counter-terrorism legislation and sanctions on humanitarian assistance is a plus
  • Experience with start-up, exit or similar
  • Relevant experience in the design and implementation of compliance management programs

  • Contract: national or international, 12 months, extendable
  • Travel: up to 40%

The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination and exclusion. Those phenomena are accelerating across the region.

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.

Aiming at strengthening the organisation’s risk management capacity, in 2019 NRC decided to establish a risk management and compliance (R&C) function across the organisation. This function is responsible for i) enabling NRC to manage risks by supporting organisational efforts to identify, assess, prepare for and respond to risks; ii) fostering a risk management culture by institutionalising processes and systems that embed risk management into operations and build capacity and awareness on risk throughout NRC; and iii) improving organisational effectiveness by streamlining compliance practices and enabling better prioritisation of support resources to highest-risk issues

At regional office (RO) level the R&C function has been tasked with supporting regional risk owners in their efforts to manage risks, working with COs in the region to provide assurance to the regional management team on regional (COs) compliance within high risk areas/issues, promoting a risk management culture in the region through training and communication and contributing to the development of NRC’s R&C frameworks.
